
Order in Council 867/2025
On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:
Whereas the Minister of Education directed an investigation of the financial affairs of the Ottawa- Carleton District School Board (the “Board”) under clause 257.30 (1) (d) of the Education Act, R.S.O. 1990, c.E.2, as amended (the “Act”) because the Minister had concerns about the Board’s ability to meet its financial obligations;
And whereas the Minister appointed an Investigator, who is a person licensed under the Public Accounting Act, 2004, S.O. 2004, c. 8, as amended (the “Investigator”);
And whereas the Investigator completed an investigation and submitted a written report to the Minister on June 10, 2025;
And whereas the investigation disclosed evidence of an accumulated deficit in the 2023-2024 school year and a probable accumulated deficit in both the 2024-2025 and 2025-2026 school years;
And whereas the Investigator concluded that vesting control and charge of the administration of the affairs of the Board in the Ministry is warranted;
And whereas the Minister has reviewed the Investigator’s report and has considered the findings and recommendations;
And whereas the Minister recommends that control and charge over the administration of the affairs of the Board be vested in the Ministry of Education;
Now therefore, under subsection 257.31 (2) of the Act, control and charge over the administration of the affairs of the Board be vested in the Ministry of Education effective June 27, 2025.
