Particulars of a Revocation and Decision of the Licence Appeal Tribunal

These particulars are posted following BizTech Institute Inc. o/a Biztech College of Health Sciences, Business and Technology’s appeal of a Notice of Proposal to Revoke Registration before the Licence Appeal Tribunal under subsection 19 (3) of the Career college compliance notices.
On July 16, 2025, the Superintendent of Career Colleges issued a Notice of Proposal to Revoke Registration to BizTech Institute Inc. o/a Biztech College of Health Sciences, Business and Technology (the School). The School provided written notice under subsection 19 (3) of the Act to appeal the decision before the Licence Appeal Tribunal. On January 12, 2026 the Licence Appeal Tribunal directed the Superintendent of Career Colleges to carry out the Proposal to Revoke Registration.

Reasons for decision
The Superintendent of Career Colleges has revoked the registration of BizTech Institute Inc. o/a Biztech College of Health Sciences, Business and Technology (the School) for the following reasons:
- On March 11, 2025, having grounds to believe that the school no longer met the conditions of program approval for their Diagnostic Medical Sonography program, the Superintendent of Career Colleges issued the school with a proposal to revoke that program.
- On March 31, 2025, having not been satisfied that the situation had been corrected, the Superintendent of Career Colleges revoked the program in question, thus requiring that refunds be paid to the impacted students.
- On April 7, 2025, the school applied to Superior Court for a Judicial Review of the Superintendent of Career Colleges’ decision to revoke the program.
- The Superior Court upheld the program revocation by the Superintendent of Career Colleges on April 24, 2025, confirming that the students were owed refunds by the school. The Superintendent of Career Colleges directed that these refunds be provided before June 10, 2025.
- As of July 16, 2025, the school had not yet provided the refunds. Consequently, the Superintendent of Career Colleges, no longer being satisfied that the school would operate with integrity and honesty, and in accordance with the law, issued a proposal to revoke the school’s Registration as a Career College.
- The school appealed the proposal to the Licence Appeals Tribunal (Licence Appeal Tribunal File Number 17448) where it was ruled on January 12, 2026 that the school no longer met the requirements for registration as identified in the Ontario Career Colleges Act, 2005 and directed the Superintendent of Career Colleges to carry out the Proposal to Revoke the Registration.
- The Tribunal also noted that the school has yet to comply with the legislated requirement to refund all students who have been impacted.
Superintendent of Career Colleges’ action
On January 12, 2026, the Superintendent complied with the direction of the Tribunal and carried out the Proposal to Revoke the Registration of BizTech Institute Inc. o/a Biztech College of Health Sciences, Business and Technology.
