Particulars of a Restraining Order

s. 49 (2) Ontario Career Colleges Act, 2005 (“Act”)

These particulars are posted following the issuance of a Compliance Order against an unregistered private career college by the Superintendent of Career Colleges pursuant to s. 46 (1) of the Act.

Contraventions

The Superintendent of Career Colleges has ordered Micro-Pigmentation Centre Inc. o/a Chanco Beauty to stop:

  1. Operating a career college contrary to subsection 7(1) of the Act.

    The Business operates a career college without being registered under the Act.

  2. Offering or providing unapproved vocational programs contrary to subsection 8(1)of the Act.

    The Business offers and provides vocational programs that have not been approved under the Act, including the All-Inclusive Micro-Pigmentation Program, the All-Inclusive Microblading Training Program, and the Brow Bundle Micro-Pigmentation and Microblading Program.

  3. Granting a credential or representing that a credential may be obtained at completion of a vocational program contrary to section 10 of the Act.

    The Business represents that students may obtain a credential upon completion of its vocational programs, despite those programs not being approved under the Act.

  4. Advertising unapproved vocational programs contrary to subsection 11(2) of the Act.

    The Business advertises vocational programs that have not been approved under the Act, including the All-Inclusive Micro-Pigmentation Program, the All-Inclusive Microblading Training Program, and the Brow Bundle Micro-Pigmentation and Microblading Program.

Required actions

By August 26, 2026, Micro-Pigmentation Centre Inc. o/a Chanco Beauty is required by the Superintendent to provide written confirmation signed by a person with authority to bind the corporation, together with all available supporting evidence, confirming that they have:

  1. Immediately ceased operating a career college.

    The Business must immediately cease all activities that constitute operating a career college, including recruiting or enrolling students in vocational programs, delivering or offering vocational programs and charging or collecting tuition or other fees in respect of vocational programs.

    Nothing in this Order prevents the Business from carrying on lawful activities that do not constitute operating a career college within the meaning of the Ontario Career Colleges Act, 2005.

  2. Immediately ceased granting a credential or representing that a credential may be obtained at the completion of vocational programs.

    In addition to ceasing the issuance and granting of credentials, the Business must not represent to the public, students, or prospective students that a credential will be granted upon completion of a vocational program.

  3. Immediately ceased offering and providing all unapproved vocational programs.

    The Business must immediately cease offering, promoting, delivering, or providing any vocational program that has not been approved in accordance with the Ontario Career Colleges Act, 2005.

    The Business is responsible for refunding any students currently enrolled in such vocational programs in accordance with the Act and its regulations.

  4. Immediately discontinued all advertising of unapproved vocational programs.

    The Business must immediately remove, discontinue, and cease all advertising and promotional materials relating to unapproved vocational programs. This applies to all forms of advertising, whether digital or physical, including websites, social media platforms, online course listings, brochures, signage, and any previously published content that remains accessible to the public.
