Between:

The Government of Alberta hereinafter referred to as “Alberta,”

And

The Government of Ontario hereinafter referred to as “Ontario,”

Collectively, the “Parties.”

Memorandum of Understanding Between The Government of Ontario and The Government of Alberta (hereinafter jointly referred to as “the Parties”)

Whereas Alberta and Ontario have demonstrated leadership in reducing barriers to internal trade, most recently through their Memorandum of Understanding signed on June 1, 2025;

And whereas Alberta and Ontario are committed to increasing economic cooperation to help counter threats to Canadian businesses from tariffs and other protectionist measures by the United States;

And whereas Alberta and Ontario agree to work collaboratively to support both Ontario’s automotive industry as well as Alberta’s growing beer, wine, liquor, and other alcoholic beverages industry;

Therefore through this Memorandum of Understanding, the Parties agree, in a manner that considers applicable trade obligations, to:

  1. Explore means to have the Government of Alberta prioritize the purchase of made-in-Canada vehicles for its government fleets.
  2. Explore means to improve the flow of Alberta liquor products within Ontario’s retail and wholesale systems, in line with consumer demand for more Canadian products.

Coordination and implementation:

In order to advance the goals of this MOU, the Deputy Ministers responsible for Alcohol Policy as well as Vehicle Fleets for each province, or their designate, will meet to develop an action plan toward implementation of the commitments within this MOU.

No legal or financial obligations created:

This Memorandum of Understanding sets out the understanding of the Parties with respect to their cooperation but is not legally binding and does not create any legal, equitable or financial rights, obligations or liabilities for either of the Parties.

Term:

This MOU will commence on the Effective Date expire five years from Execution Date with an option to renew for an additional five years.

This MOU may be terminated by either party with six (6) months notice.

This Memorandum will take effect upon signature by all Parties.

Execution:

This MOU is executed this 7th day of July, 2025 (“Effective Date”).
