Development Charges Reduction Program
Learn how your municipality can apply for funding to reduce development charges and support new housing.
About the program
The Development Charges Reduction Program (DCRP) helps municipalities reduce development charges (DCs) and build infrastructure that supports new housing.
Through the program, municipalities will need to reduce DCs by 30% to 50% or more for 3 years. The funding supports housing-enabling infrastructure such as:
- roads
- water systems
- wastewater systems
- transit
The DCRP is part of the $8.8 billion Canada-Ontario Partnership to Build with federal funding delivered through the Build Communities Strong Fund’s Provincial and Territorial stream.
Who can apply
Ontario municipalities including single-tier, upper-tier and lower-tier that have an active DC by-law in place as of March 30, 2026.
Funding amounts
Eligible project costs are shared across all levels of governments:
- up to 90% is funded by the federal and provincial governments
- at least 10% must be funded by the municipality
Some costs are not eligible for funding (for example, design, engineering, legal fees, permitting and insurance). These costs can count towards the municipal contribution for assessment purposes only.
Assessment criteria
We will assess applications based on the:
- percentage of committed DC rate reduction
- number of housing units benefitting from DC relief provided to builders
- municipality’s financial contribution
We will prioritize projects that support housing-enabling infrastructure and the number of housing units enabled by the project.
How to apply
Apply through Transfer Payment Ontario (TPON).
- Register with TPON (if you are not already registered).
- Complete the application form.
- Upload all required supporting documents.
Deadline: Submit your application by 10 a.m. ET on June 19, 2026.
