Overview
Emergency use registration is a temporary, time-limited measure to help producers manage a crisis pest outbreak. An emergency exists when both of the following conditions are met:
- an unexpected and unmanageable pest outbreak or pest situation occurs that can cause significant health, environmental or economic problems
- registered pesticides and cultural control methods or practices are insufficient to address the pest outbreak
Provinces can request emergency use registration of pest control products from the Pest Management Regulatory Agency (PMRA) if they identify an emergency pest situation. Emergency use registrations can last up to a 1-year period and must be re-submitted each year if the problem persists greater than the original request period.
To get an emergency use registration, the proponents and the province must provide a compelling and detailed rationale, and accompanying submission package to the PMRA and the provincial Ministry of the Environment, Conservation and Parks (MECP) justifying:
- why an emergency exists
- why an emergency pest control product registration is required
