Particulars of a Revocation of Registration

s. 49 (1) Ontario Career Colleges Act, 2005 (“Act”)

These particulars are posted following Revolution Truck Training Academy Ltd.’s (“Revolution Truck Training Academy”) appeal of a Notice of Proposal to Revoke Registration before the Licence Appeal Tribunal under subsection 19(3) of the Private Career Colleges Act, 2005.

On September 26, 2024, the Superintendent of Career Colleges issued a Notice of Proposal to Revoke Registration to Revolution Truck Training Academy. Revolution Truck Training Academy provided written notice under subsection 19(3) of the Act to appeal the decision before the Licence Appeal Tribunal.

Reasons for decision

The Superintendent of Career Colleges revoked Revolution Truck Training Academy’s registration for the following reasons:

  • Ontario Career Colleges Act, 2005, s. 18 (2) (a), Requirement of subsection 14(1) no longer met–– Honesty and Integrity:
    • Revolution Truck Training Academy produced and maintained multiple training and operational records that are false or misleading, representing training provided to students that did not occur as documented and did not meet the requirements of the Commercial Truck Driver Training Standard (Class A).
    • Examples include, but are not limited to:
      • Records of training with signature of both student and instructor for training that did not occur.
      • Mid-point evaluations signed by both student and director but including no record of the grades of the student.
      • Conflicting records showing two instruction sessions occupying the same limited classroom space at the same time.
      • In-class tests completed for the benefit of students before the student attended in-class instruction.
    • Several students have been graduated from Revolution Truck Training Academy’s program on the basis of the false or misleading records produced by Revolution Truck Training Academy.
  • Ontario Career Colleges Act, 2005, s.18(2) (a), Requirement of subsections.14(1) no longer met – Program, provision of hours required:
    • Revolution Truck Training Academy failed to deliver each of the 103.5 required hours of instruction to several students before graduating the students and enabling them challenge the Class A Road test, thereby failing to adhere to program standards and conditions put in place by subsections.23(4) of the Act and a Superintendent’s Policy Directive causing the Superintendent to no longer be satisfied that Revolution Truck Training Academy’s vocational programs meet the requirements of the Act and the Regulations.
    • Ontario Career Colleges Act, 2005, s.18(2)(c), Fail to comply with provision of the Act or Regulations – Obstruction
      • Revolution Truck Training Academy provided records of training that Revolution Truck Training Academy knew or ought to have known were false or misleading to a designate of the Superintendent conducting inquiries into the affairs of Revolution Truck Training Academy, thereby contravening subsection 38(10) of the Act.
    • Ontario Career Colleges Act, 2005, s.18(2)(b), Breach of condition of registration – Admission Requirements
  • Revolution Truck Training Academy admitted students into an approved vocational program without the students first meeting the admission requirements of that program, thereby contravening subsection 19(1) of the Regulations and breaching a condition of registration.

On August 20, 2026, the Licence Appeal Tribunal released its decision and ordered the Superintendent of Career Colleges to carry out the Proposal to Revoke Registration. The Licence Appeal Tribunal found:

  • The conduct of the sole director of Revolution Truck Training Academy provided grounds for the belief that Revolution Truck Training Academy would not operate in accordance with the law and with honesty and integrity.
  • The training program provided by Revolution Truck Training Academy was not likely to meet the requirements of the Act and regulations.
  • Revolution Truck Training Academy failed to comply with the provisions of the Act by providing records of training that it knew or ought to have known were false or misleading.
  • Revolution Truck Training Academy breached a condition of its registration by admitting students who did not meet the admission requirements of its training program.
  • The principles of consumer protection and public safety may not be satisfied through the renew of Revolution Truck Training Academy’s registration with conditions.

Superintendent’s action

On August 21, 2026, the Superintendent of Career Colleges carried out the proposal to revoke registration, revoking the registration of Revolution Truck Training Academy as a career college under the Act.
