Service description

AccessOAP, the provincial independent intake organization for the Ontario Autism Program (OAP), supports children/youth on the autism spectrum and their families through the administration of key functions of the OAP.

People served

Children/youth under 18 years of age who are registered or eligible to be registered in the Ontario Autism Program.

Program/service features

AccessOAP will administer and oversee several key functions of the Ontario Autism Program by carrying out the roles and responsibilities of the independent intake organization and supporting the implementation of the Ontario Autism Program, through the provision of services and supports, including providing a single point of access to the OAP.

AccessOAP will carry out activities and functions of the OAP in accordance with the Ministry of Children, Community and Social Services’ most current OAP guidelines, policies, and eligibility requirements.

Specific service provided

AccessOAP is accountable for overseeing the following functions of the Ontario Autism Program:

  • Intake and registration for families joining the Ontario Autism Program.
  • Administering the Determination of Needs Process with families enrolled in core clinical services to understand each child’s unique support needs and the associated funding allocation.
  • Hiring, training and managing Care Coordinators who help families plan and access services.
  • Supporting families in receiving and reconciling funding for core clinical services.
  • Facilitating and maintaining Regional Service Networks to connect families with local service providers and to promote quality improvement and capacity-building initiatives.
  • Coordinating and managing a dispute resolution process through the Independent Review Office, allowing families to register complaints and resolve disputes related to the program, including the determination of needs process.
  • Collecting, using and disclosing data and information to support program administration, planning and evaluation.

Ministry expectations

Services will be:

  • reflective and responsive to child/youth, family and community strengths and needs
  • accountable to the child/youth, family, and community
  • sensitive to the social, linguistic, and cultural diversity of families and Indigenous communities
  • staffed by individuals with the appropriate range of skills and abilities necessary to respond effectively to the needs of the child/youth, and their family
  • based on the child/youth’s assessed needs, preferences and available individual, agency, community, and contracted ministry resources.
