Service description

The province is providing funding to Transfer Payment Recipient (TPR) to:

  • Enhance the capacity of MCCSS-funded VAW service providers and broader VAW/GBV sector partners to deliver provincially consistent, high quality, culturally responsive, trauma-informed services and supports for survivors and their dependents in Ontario
  • Develop, deliver and evaluate evidence-informed training and capacity building (TCB) courses, resources and activities that address learning needs and training gaps, and are responsive to evolving needs of survivors and their dependents
  • Engage in and build partnerships to support intersectoral collaboration and provincial consistency in service delivery, understand emerging trends and needs, and inform ministry decision-making on TCB priorities

Eligibility

  • TPRs with expertise in identification, development, delivery, and evaluation of provincial TCB activities, tools and resources to support survivors and their dependents

Services included

Specific services will include activities to:

  • Build relationships, collaborate and consult with local and provincial service providers to identify, develop, implement and evaluate evidence-informed TCB activities, tools and resources with consideration but not limited to:
    • trends in the VAW/GBV landscape, emerging research, and evolving needs of survivors and their dependents
    • identified learner needs, and training gaps in existing TCB activities
    • approaches to improve community responsiveness in service delivery and risk assessment, and safety for survivors and their dependents
    • service system planning and community capacity-building needs
  • Promote the training and capacity building offerings among sectors, service providers and professional associations across the province
  • Foster a culture of learning among GBV service providers and sector partners across the province to better serve and support survivors and their dependents

Services excluded

  • Activities funded through the VAW capacity funding referenced in the “General Expectations Applicable to All TPRs Delivering VAW Services” to strengthen individual agencies’ organizational and functional capacity.

Program goals

The goals of this initiative are to:

  • Build capacity across the province among service providers and frontline workers through provision of training and capacity building activities designed to strengthen service delivery, system collaboration, program access, and ultimately lead to better outcomes for survivors and their dependents.
  • Increase collaboration among broader sector partners to assess the needs of survivors and their dependents, undertake coordinated community approaches to risk assessment and system planning, and improve community capacity to support safety.
  • Increase capacity, knowledge and awareness among frontline workers about trauma informed approaches and the complex and long-term effects of GBV.

Ministry expectations

  • Training and capacity building activities are intended to contribute to the ultimate goal of improving outcomes for survivors and their dependents, and are expected to:
    • enhance knowledge, skills or capacity of service providers and frontline workers
    • be evidence-informed
    • be designed to be responsive to the needs of adult learners

People served

Primary audiences include MCCSS-funded VAW service providers and frontline staff, e.g., VAW emergency shelters, Counselling, Transitional and Housing Support, etc.) as well as broader MCCSS-funded partners, e.g., Victim Services, Anti-Human Trafficking providers, or others as directed by the ministry.

Secondary audiences may include other broader community and government partners, e.g., municipal service system managers, housing, health, social services and/or others as may be directed by the ministry.

Reporting requirements

1. Year-end narrative report

  • In addition to the reporting elements below, TPRs will be expected to provide a year-end narrative report, with specific components to reflect the activities for which they were funded, e.g., the impact of services delivered, learner needs and training gaps, evolving trends. The report will be determined in consultation with the ministry, to inform future TCB priorities

May include new resources and/or existing resources that are updated, refreshed, translated or adapted for new audiences, to address gaps or emerging needs, or to incorporate new information, evidence or feedback. May include resources translated or adapted to respond to cultural and linguistic needs.
