Message from Minister Graham McGregor

As Ontario’s Minister of Citizenship and Multiculturalism, I am pleased to share this year’s Annual Progress Report on Building a Stronger and More Inclusive Ontario: Ontario’s Anti-Racism Strategic Plan.

At a time of economic challenges and global uncertainty, our government remains focused on creating opportunities for workers, supporting communities and strengthening Ontario’s economy.

A stronger Ontario is built when we move forward together. That is why we are working with organizations, businesses and partners across the province to advance lasting change.

Removing long-standing barriers is an important part of this work. This year’s report highlights meaningful progress being made across government to advance opportunity and belonging for everyone across the province.

Through targeted investments, partnerships and community-informed initiatives, we are helping people build skills, access employment and contribute to Ontario’s growth. We are also working to ensure programs and services better reflect the needs of Ontario’s diverse communities while laying the foundation for long-term success.

Together, we are creating new opportunities and building a province that is stronger and better prepared for the future.

The Honourable Graham McGregor
Minister of Citizenship and Multiculturalism

Message from Deputy Minister Nosa Ero-Brown

This year’s report highlights the ongoing efforts across government to address systemic racism and advance more equitable outcomes for Indigenous, Black and other racialized communities.

The achievements highlighted throughout this report are supported by the ongoing work of the Ministry of Citizenship and Multiculturalism. I am proud of the leadership provided by the Anti-Racism Directorate, whose expertise and collaboration across government help ministries address systemic barriers, strengthen accountability and advance evidence-informed approaches.

I would also like to recognize and thank our ministry partners for their continued commitment to this work. Together, ministries are improving access to programs and services, strengthening community supports and expanding opportunities for people to succeed.

While there is more work to be done, this report demonstrates the meaningful progress that can be achieved through sustained collaboration and commitment. We remain committed to working with our partners across government and in communities to advance a more inclusive Ontario.

Overview

Our government continues to build a stronger and more united province through Building A Stronger More Inclusive Ontario: Ontario’s Anti-Racism Strategic Plan. This report highlights the progress achieved over the past year to combat racism, remove barriers and drive better opportunities and outcomes for Indigenous, Black and other racialized communities.

Despite ongoing global and economic challenges, our government remains focused on shaping a province where everyone has a fair opportunity to succeed. This work is guided by a commitment to effective, evidence-based decision-making that deliver real tangible results for Ontarians.

This report outlines progress across the strategy’s 4 areas of action:

  • economic empowerment
  • supporting children and youth
  • population-specific anti-racism and anti-hate initiatives
  • policy and accountability

In addition to initiatives under the strategy, the report also includes examples of work happening across ministries that support anti-racism and anti-hate efforts more broadly. While not formally part of the strategy, these initiatives show how anti-racism is being embedded across government programs and services.

Ontario continues to work in partnership with communities, organizations and experts to better understand lived experiences and respond to emerging challenges, including the rise in hate and discrimination in different forms.

This report reflects ongoing progress and reinforces our government’s commitment to building a province where everyone can fully participate in society, while feeling safe, valued and respected.
