Changing to electronic claim submission
Effective April 1, 2024, all Registered Third Party Billing Agencies (RTPBAs) should be looking to submit out-of-country claims electronically to the Ministry of Health.
The electronic submission process can involve any of the following options:
- software developed by an approved third party vendor
- software designed by the agency
- using the Low Volume Submitters form (New)
Submissions by paper should be a last resort option and only used in discussion with the Claims Services Branch Claims Processing Manager.
Individual Ontarians without travel insurance may also submit for reimbursement of emergency out-of-country medical expenses.

Reasons for the change
The change to electronic submissions provides two benefits:
- Electronic submissions are received and processed faster by the Ministry of Health.
- Electronic submissions are more secure, providing better protection of patient information.
