Environmental assessment
An environmental assessment (EA) has been submitted to the Ministry of the Environment by the Township of Laurentian Valley for the expansion of the Alice and Fraser Landfill located near Pembroke, Ontario. The landfill, which is operated by the Ottawa Valley Waste Recovery Centre, currently receives, and would continue to receive, solid non-hazardous waste. The expansion being sought is for a 25 to 40 year planning period. The service area for the landfill would remain as Renfrew County.
This EA was submitted to the Ministry of the Environment for formal review as required under the Ontario Environmental Assessment Act, Section 6.2(1), and in accordance with the Terms of Reference approved by the Minister of the Environment on May 28, 1999.
A notice of completion of the ministry review was published on October 15, 2007. A five-week public comment period on the review expired on November 23, 2007, during which time any person could make comments about the proposed undertaking, the EA, and the ministry review. All those who commented on the EA or the ministry review will receive notice of the Minister’s decision.
The Minister has approved the undertaking with conditions, with the concurrence of Cabinet. The Township may now proceed with the undertaking, subject to the conditions imposed by the Minister and any other permits and approvals that may be required.

Description of the undertaking being considered
The purpose of the undertaking is to increase the capacity and potential service area of the Alice and Fraser Landfill Site to provide for the disposal of non-hazardous solid wastes over a 25 to 40 year planning period in an environmentally, socially and financially acceptable manner, primarily to provide a facility to the ratepayers of:
- Town of Petawawa (including CFB Petawawa)
- City of Pembroke
- Township of Stafford-Pembroke
- Township of Alice and Fraser
- Township of Wilberforce
- Township of Sebastopol
A further objective is to take the initiative to provide an economically viable option for the disposal of waste from Algonquin Provincial Park and other municipalities including those in the remainder of Renfrew County.
Declaration
The purpose of the proposed regulation is to seek an order declaring that the proponent will not need to comply with the requirements of the Environmental Assessment Act with respect to receiving an extension to the existing Certificate of Approval for the operation of the Alice and Fraser landfill.
The Minister, with the concurrence of Cabinet, approved Order-in-Council 1322/99 on June 16, 1999 (ALIC-TP-2) declaring that the amendment of Exemption Order ALIC-TP-1 was not subject to the requirements of the Environmental Assessment Act.
