Aboriginal Participation Fund

The Aboriginal Participation Fund was developed to help support Indigenous communities and organizations participate in:

  • regulatory processes under the Mining Act
  • economic development activities associated with mineral exploration and development

Advanced exploration and development support

Status: Open

Description

The advanced exploration and development support sub-stream assists communities in areas of high mineral development activity to respond to advanced exploration and mine development projects.

Funding through this stream is:

  • project-based
  • limited to the costs associated with coordinating the review of advanced exploration and development projects
  • not intended to replace support received from project proponents

Eligibility

Funding is available to Indigenous communities in Ontario in areas of high mineral development activity.

While priority will be given to communities that do not have an existing Mineral Development Advisor (MDA), communities with MDAs are encouraged to apply if their workload requires additional support to respond to advanced exploration and development project requests.

Indigenous communities should discuss this sub-stream with one of the ministry’s Mineral Exploration and Development Consultants (MEDC) before applying.

Early exploration support

The early exploration support sub-stream assists communities in areas of high mineral development activities to respond to early exploration projects.

  • project-based

Funding is available to Indigenous communities or organizations in Ontario that:

  • are experiencing high mineral exploration or development activity
  • have received two to 10 exploration permit applications in the previous fiscal year (April 1 to March 31)

Eligible applicants may be:

  • single applicants – Indigenous communities in areas of high mineral exploration or development activity
  • joint applicants – two or more Indigenous communities in areas of high mineral exploration or development activity, or Indigenous organizations (for example, Tribal Councils, economic development organizations) representing communities in areas of high mineral exploration or development activity

Joint applicants must provide a Band Council Resolution in support of the application from each community represented on the application.

Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.

Mineral development advisor stream

Description

The mineral development advisor (MDA) stream provides funding for a MDA for eligible Aboriginal communities and organizations to participate effectively in the regulatory consultation processes, including the review of:

  • exploration plan and permit applications
  • closure plans and closure plan amendments
  • environmental assessments

This funding helps to increase a community’s knowledge and understanding of the mineral development sequence, mineral exploration, mineral development and mining activities, and the range of economic benefits.

Funding amount

Funding up to a maximum of $130,000 per year, for up to a three-year term.

Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.

The ministry may consider funding additional positions, in part or in full, based on the mineral development activity and the community’s or tribal council’s need.

Eligibility

Funding is available to Ontario Aboriginal communities or organizations experiencing high mineral exploration or development activity, having received 10 or more exploration plans or permit applications in the previous fiscal year (April 1 to March 31).

Communities that receive fewer than 10 exploration plans or permit applications may be eligible for this stream if they are engaged in reviewing two or more closure plans, closure plan amendments, or mineral development-related environmental assessments.

Eligible applicants may be either:

  • single applicants – Aboriginal communities in areas of high mineral exploration or development activity, or

 

  • joint applicants – Aboriginal communities and organizations (for example, tribal councils) in areas of high mineral exploration or development activity. Joint applicants must have the support of the communities they represent and a substantiated record of representing member communities on local lands and resources issues. Eligible joint applicants include either:
    • Two or more eligible communities, applying jointly with combined exploration activities, or
    • In specific circumstances, and at the discretion of the ministry, other Aboriginal organizations, such as a Provincial-Territorial Organization (PTO), if they have the support of the communities they represent.

Values mapping and related projects

Child and Youth Mental Health (CYMH) program

Description

The Ministry of Health (MOH) - Child and Youth Mental Health (CYMH) program works with discrete service providers to deliver mental health support to children, youth and their families. The budget submissions for this program will be managed within Transfer Payment Ontario through the MOH CYMH Budget Form. This includes all subsequent activities related to the transfer payment contracting cycle along with all reporting.

Eligibility

This program is restricted and only available to existing approved/discrete service providers. Access to the MOH CYMH Budget Form is available through Transfer Payment Ontario to these eligible service providers.

Community Emergency Preparedness Grant (CEPG) 2024-2025

Status: Open

Submit your application by October 31, 2024, 5:00 pm EST.

Description

The Community Emergency Preparedness Grant (CEPG) will help ensure Ontarians are safe, practiced and prepared before, during and after emergencies.

The grant will provide funding to help communities purchase emergency supplies, equipment and services, such as:

  • chain saws, generators, sandbag machines
  • emergency training delivery, exercise planning and coordination, education

The grant funds supplies, equipment and services that range from $5,000 to $50,000.

Applicants must demonstrate how the activity or purchase will increase emergency preparedness and resilience for your organization and community. You must also demonstrate that your organization can complete the activity (for example, procurement, training, plan development) by the program end date of August 29, 2025. Any funds not spent must be returned to the Ontario government.

Eligibility

Eligible applicants must be located in Ontario and include:

  • non-government organizations (NGOs) with an emergency preparedness mandate
  • non-governmental organizations that provide fire protection services to communities
  • non-municipal fire departments or entities providing fire protection services as defined in the Fire Protection and Prevention Act in unincorporated Ontario
  • local services boardsestablished under the Northern Services Boards Act
  • First Nation communities, Indigenous organizations, including Tribal Councils, and other Indigenous service organizations that support emergency preparedness and management programming in First Nation communities
  • municipalities with a population under 100,000 (Statistics Canada data from 2021)

Ineligible applicants for Round 2 (2024–2025) include:

  • organizations that previously received funding through the 2023-2024 Community Emergency Preparedness Grant or the Emergency Readiness and Capacity Building (ERaCB) program
  • organizations without an emergency preparedness mandate or responsibility
  • organizations that serve a fixed membership or community, not the community at large (for example, long term care homes)
  • individuals
  • Crown corporations
    • federal, provincial and municipal agencies
    • universities, colleges, school boards, schools and hospitals
  • municipalities with a population over 100,000 (Statistics Canada data from 2021)
  • municipal fire departments cannot apply directly however may apply through an eligible municipality
  • municipal fire departments may be eligible for other grant opportunities supported by the Government of Ontario, such as the Fire Protection Grant

Community Sport and Recreation Infrastructure Fund

Stream 2 New Builds/Signature New Builds: application intake is ongoing until all funding has been allocated.

Description

The Community Sport and Recreation Infrastructure Fund (CSRIF) is a $200 million capital funding program designed to revitalize existing community sport and recreation infrastructure and support the construction of new facilities across the province.

The CSRIF is a two-stream, application-based funding program:

  • Stream 1: Repair and Rehabilitation – funding between $150,000 and $1 million to extend the lifespan of existing community sport and recreation facilities/spaces and improve local programming and accessibility features to meet community need
  • Stream 2: New Builds/Signature New Builds – funding up to $10 million to invest in new, transformative community sport and recreation infrastructure, including assets that do not currently exist in a community or the replacement of existing assets that have reached the end of their lifespan

Eligible applicants include:

  • municipalities
  • local services boards
  • not-for-profit organizations
  • Indigenous communities and organizations
  • for-profit organizations (stream 2 only)

Connecting Links Program 2025-26

Status: Restricted

Ministry of Transportation

Applications are due by Wednesday , November 13, 2024 at 5:00 p.m. Eastern Standard Time (EST).

Description

The Ministry of Transportation’s Connecting Links Program provides dedicated provincial funding for road and bridge projects on designated connecting link highways.

Connecting links are municipal roads or bridges that connect two ends of either:

  • a provincial highway through a community
  • an international or interprovincial border crossing

These critical roadways serve provincial and municipal interests by carrying long-distance provincial highway traffic moving through communities, as well as local traffic within the community.

The Connecting Links Program provides funding for eligible capital improvement costs – not maintenance. The responsibility for maintenance of connecting links lies with the municipality.

Eligibility

There are 352 kilometres of connecting links highways including 70 bridges, in 77 Ontario municipalities. All 77 Ontario municipalities with designated connecting links are eligible for funding.

A municipality with one designated connecting link can submit one project per year. A municipality may submit a maximum of two projects per year if it has more than one designated connecting link.

The ministry will provide funding for up to 90% of total eligible project costs. The maximum amount of funding for eligible costs is $3 million per road project and $5 million per bridge project.

Emissions Performance Program

Status: Restricted

Description

The Emissions Performance Program (EPP) is a non-competitive program funded by compliance payments collected through the Emissions Performance Standards (EPS) regulation. The program supports projects to reduce greenhouse gas (GHG) emissions at eligible industrial facilities.

The EPP will fund 2 types of projects:

  • capital projects
  • study-based projects

Eligibility

Eligible facilities for the program:

  • are registered in the Emissions Performance Standards Program
  • have purchased Excess Emissions Units
  • do not generate electricity as their primary industrial activity

Examples of project activities that are eligible for funding include (but are not limited to):

  • stationary equipment retrofits for energy efficiency and fuel switching
  • mobile equipment retrofits for energy efficiency and fuel switching
  • building envelope upgrades (insulation, windows, doors)
  • heat recovery
  • industrial process changes
  • carbon capture and storage
  • clean electricity and low-carbon fuel production for own use

Fire Protection Services Reimbursement: Unincorporated Ontario

Description

This program is designed to provide municipalities with reimbursement opportunities related to the provision of emergency services in unincorporated areas of Ontario that occurred between March 16th, 2024 - March 18th, 2024. Reimbursement rates will be based on service rates utilized by the Ministry of Transportation for fire departments responses on provincial highways.

Eligibility

The following call types may be eligible for payment:

  • motor vehicle collisions occurring on roads that are not considered provincial highways by Ministry of Transportation
  • hazmat calls occurring on roads that are not considered provincial highways by Ministry of Transportation
  • structure fires
  • vehicle fires occurring on roads that are not considered provincial highways by the Ministry of Transportation
  • false alarms
  • rescue (defined as an emergency incident primarily involving activities directed at locating and rescuing endangered persons and removing those persons to a safe location. This could also include but is not limited to the provisions of emergency medical care)
  • public hazard assistance calls (Incidents such as carbon monoxide, public utility, electrical and natural gas or propane gas utility incidents)
  • provision of any emergency services listed above, within a provincial park in Unincorporated Ontario

Forest Sector Investment and Innovation Program

Description

The Forest Sector Investment and Innovation Program provides funding for strategic investments in the forest sector that:

  • enhance competitiveness
  • support new market access
  • provide benefits to Ontario’s broader forest sector
  • strengthen regional economies

Support is available under two project categories:

  • business projects
  • collaboration projects

Eligibility

Business projects

Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken by for-profit manufacturers and processors of wood and forest biomass across Ontario, including:

  • saw mills
  • pulp and paper mills
  • secondary wood manufacturers
  • bio-economy projects

Harvesting and resource extraction projects are not eligible for funding.

Collaboration projects

Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken through a collaboration of:

  • forest sector for-profit businesses
  • not-for-profit research organizations
  • forest industry associations
  • academia

Eligible collaborations should develop, diversify and transform Ontario’s forest sector through innovation in technology, process or products.

A minimum of three partners are required (including at least one Ontario-based for-profit forestry/wood products company).

Housing-Enabling Water Systems Fund – Second Intake

Description

The Housing-Enabling Water Systems Fund will help municipalities develop, repair, rehabilitate, and expand critical drinking water, wastewater and stormwater infrastructure. In response to the high demand for funding under the first intake of the program, we are investing an additional $250 million and accepting a second intake of applications to allow even more municipalities to apply for funding. This brings our total investment for the program to $1.2 billion.

Water infrastructure projects funded through the program will help to:

  • enable growth and housing development
  • increase access to clean drinking water
  • protect communities by increasing treatment and/or management of wastewater and stormwater

Eligibility

All municipalities that own water, waste and stormwater infrastructure that did not apply or were not selected in the first application intake are eligible to apply under the second intake.

Single-tier municipalities that do not currently own water assets, but through the project will own assets at the completion of the project and beyond, are eligible to apply.

Joint projects

We encourage joint projects between multiple eligible applicants, where each co-applicant contributes financially to the project. As part of the assessment process, we will give additional consideration to joint projects that optimize housing outcomes.

Each single municipality is allowed to submit one application. If a municipality chooses to submit a joint application with another municipality, the submission would be counted as their single application.

Multiple projects that support the same housing development area must be submitted as a joint application.

Indigenous projects

Indigenous projects are ineligible to apply as standalone projects. However, we encourage municipalities to submit projects that benefit Indigenous communities.

Ineligible applicants

Privately-owned drinking water systems (for example, year-round, non-municipal residential systems) are not eligible for this program; however, private hookups of water systems to municipal infrastructure are eligible.

Municipalities receiving funding through a New Deal agreement with the province are not eligible to apply.

Project criteria

To be eligible for funding, projects must:

  • enable housing development
  • undertake the development, rehabilitation and repair, reconstruction, or expansion of water infrastructure
  • be stand-alone or a component of a larger project
  • include a capital component and may also include pre-construction planning and design work
  • have a clear start and end date
  • start no later than September 30, 2024, and must be completed by March 31, 2027, under the first application intake
  • start no later than September 30, 2025, and must be completed by March 31, 2028, under the second application intake
  • be in the process of, or completed, the design and planning phase
  • have not started construction
  • meet all relevant provincial regulatory requirements

Note: All costs associated with preparing the application are ineligible for funding and should not be included in the scope or financials of the application.

Only core water infrastructure projects are eligible for funding, including:

  • drinking water assets, for example:
    • treatment plants
    • reservoirs
    • local pipes, including the distribution system watermain and the municipal portion of service lines
    • pump stations
  • wastewater assets, for example:
    • lagoon systems
    • pump stations
    • lift station
    • linear assets
    • treatment plants
    • storage tanks
    • collection systems
  • stormwater assets, for example:
    • management facilities
    • linear assets, including conveyance piping, ditches and culverts

Note: Projects can include an optimization and/or performance review as part of a capital project on the above asset types.

Indigenous Community Capital Grants Program (ICCGP)

Ministry of Indigenous Affairs and First Nations Economic Reconciliation (IAFNER)

Description

The Indigenous Community Capital Grants Program (ICCGP) funds the feasibility study, detailed design, renovation and construction, of Indigenous community infrastructure on-and off-reserve. The (ICCGP) supports infrastructure projects that contribute to economic development, create jobs and provide social benefit to the community or organization.

(ICCGP) funding supports First Nations, Métis communities and Indigenous organizations by:

  • assisting with infrastructure projects across Ontario
  • supporting the realization of cultural, social, and economic development objectives
  • improving the quality of life for Indigenous people and closing the socio-economic gap between Indigenous and non-Indigenous people in Ontario

Eligibility

The following Indigenous communities and organizations in Ontario are eligible to apply for ICCGP funding:

  • First Nations communities
  • Métis communities
  • indigenous organizations

How to apply

  • Contact the Investment Ready team for your pre-application consultation.
  • Submit your application package through Transfer Payment Ontario.
  • We will notify you if your site has been approved and email you with your notification of acceptance.

  • Receive a certification designation after all your assessments and documents have been completed, submitted and approved.

Ministry of Children, Community and Social Services – Generic Budget 2023-2024

Description

The Ministry of Children, Community and Social Services (MCCSS) Generic Budget submissions for 2023 - 2024 will be managed within Transfer Payment Ontario through the MCCSS Generic Budget 2023 - 2024 category. This also includes all subsequent activities related to the transfer payment contracting cycle along with all reporting.

The MCCSS Generic Budget 2023 - 2024 category is open to all eligible transfer payment recipients.

Description

The Indigenous Healing and Wellness Strategy (IHWS) was established in 1994 between Ontario and Indigenous partners. It supports a continuum of Indigenous designed and delivered programs to:

Transfer Payment Ontario will be used to manage the Ministry of Children, Community and Social Services (MCCSS) Ontario Works budget submissions for 2023 or 2023-2024.

This is only for:

  • Consolidated Municipal Service Managers (CMSMs)/District Social Services Administration Boards (DSSABs)
  • First Nations full delivery
  • First Nations financial assistance

Recipients must use the applicable Ontario Works Budget Form 2023 or 2023-2024 to complete their submission. Transfer Payment Ontario will also be used to support all subsequent activities related to the contracting cycle along with all reporting.

Eligibility

The Ontario Works Budget Form 2023 or 2023-2024 category is open to all eligible transfer payment recipients.

You would have been notified by the ministry about your 2023 or 2023-2024 funding allocations as well as when to access the budget submission through Transfer Payment Ontario.

Municipal Housing Infrastructure Program — Housing-Enabling Core Servicing Stream

Description

The Housing-Enabling Core Servicing stream will help municipalities build, maintain and repair municipal roads, bridges and culverts. These projects will unlock new housing opportunities and ensure communities have safe and reliable roadways and transit infrastructure.

We are providing $400 million over three years through the Housing-Enabling Core Servicing stream under the Municipal Housing Infrastructure Program.

Eligibility

All municipalities that own road and bridge assets are eligible to apply for funding.

Joint projects

We encourage joint projects between multiple eligible applicants, where each co-applicant contributes financially to the project. As part of the assessment process, we will give additional consideration to joint projects that optimize housing outcomes.

Each single municipality is allowed to submit one application. If a municipality chooses to submit a joint application with another municipality, the submission would be counted as their single application.

Multiple projects that support the same housing development area must be submitted as a joint application.

Indigenous projects

Indigenous projects are ineligible to be submitted as standalone projects. However, we encourage municipalities to submit projects that benefit Indigenous communities.

Ineligible applicants

Municipalities that have New Deal agreements in place (such as, City of Toronto and City of Ottawa) are not eligible (either as a primary or co-applicant).

Project criteria

To be eligible for funding, projects must:

  • enable housing development
  • be stand-alone or a component of a larger project
  • include a capital component and may also include pre-construction planning and design work
  • be new construction, rehabilitation/repair, reconstruction or replacement
  • have a clear start and end date
  • be in the process of, or completed, the design and planning phase
  • have not started construction
  • meet all relevant provincial regulatory requirements

Roads and bridges assets (bridges include culverts with a span greater than three metres) are eligible for funding, including:

  • eligible road and bridge projects include any road and bridge asset that is physically connected to a housing development
  • site servicing costs related to the asset(s) funded by the project, including utility relocation

Ontario’s action plan to end gender-based violence: call for proposals

Description

As part of Ontario’s four-year cross-government action plan to prevent and address gender-based violence, we are investing in new community-based programs and services that respond to the needs of victims, survivors and their families and communities

Ontario is investing $100 million over the next three years in new gender-based violence services and supports that prevent violence and address the needs of local communities and populations in four key areas:

  1. education and awareness
  2. early intervention and prevention
  3. community planning and service integration
  4. economic security and financial independence

Successful proposals will include innovative, evidence-based projects that:

  • support people who are most vulnerable to experiencing gender-based violence
  • support survivors of gender-based violence and their families
  • address the root causes of gender-based violence

Eligibility

To be eligible you must be a legal entity, which includes First Nations and Indigenous organizations.

You do not have to be an Ontario-based legal entity. However, project beneficiaries must be limited to Ontarians. Activities outside of Ontario are not eligible.

All proposals must be submitted by 1 lead applicant, even if you have partners also undertaking or co-leading the project.

The lead applicant will be:

  • the signatory to the funding agreement
  • solely responsible for fulfilling all obligations set out in the government funding agreement
  • responsible for entering into any contracts or other arrangements necessary to ensure partners fulfill their roles in carrying out the project

Description

The Provincial Heritage Organization Operating Grant provides annual operating support to 12 Ontario Provincial Heritage Organizations. Provincial Heritage Organizations (PHOs):

  • offer heritage programs and services to members and to the general public
  • are registered non-profit organizations or charities

Public Library Operating/Pay Equity/First Nation Salary Supplement Grant Programs (PLOG/PE/FNSS) 2024-25

There are three grants under this program. You can apply to the Public Library Operating (PLOG), Public Library Pay Equity (PE), or First Nation Salary Supplement (FNSS) Grants through one single application form.

Public Library Operating Grants (PLOG)

Library operating grants are statutory under the Public Libraries Act. Library operating funding goes to:

  • public library boards and First Nations public libraries
  • municipalities, local service boards or First Nations that establish a contract for library service with a neighbouring public library board

Public Library Pay Equity (PE)and First Nation Salary Supplement (FNSS) grants applicants who receive a Public Library Operating Grant and have met all program terms and conditions may be eligible for Public Library Pay Equity and First Nation Salary Supplement grants.

Eligibility

The Public Library Operating (PLOG), Public Library Pay Equity (PE), and First Nation Salary Supplement (FNSS) Grants program is a restricted program.

Annual funding is distributed to recipients who:

  • operate a public library or contract for library services with a public library board in accordance with the Public Libraries Act, and

Racialized and Indigenous Supports for Entrepreneurs (RAISE) Grant Program

Description

The Racialized and Indigenous Supports for Entrepreneurs (RAISE), 2024-2025 is a grant program that will provide access to the following:

  • business development training
  • culturally responsive and tailored business coaching
  • networking opportunities
  • a one-time grant of $10,000 to support Indigenous, Black and other racialized entrepreneurs

Eligibility

Your businesses qualifies for this grant if it:

  • is registered with the Canada Revenue Agency (CRA) in Ontario
  • employs 1 to 5 full-time equivalent employees or up to 10 full-time equivalent employees in the Accommodation and Food Services sector (as defined by the North American Industry Classification System) including the applicant as the business owner
  • is operational in Ontario on October 2, 2024, and at all times while participating in the program
  • has an annual revenue up to $750,000
  • is a business that is legal under applicable laws in Ontario and Canada
  • attests that it is in compliance with the Ontario Human Rights Code

Your business must not be any of the following:

  • businesses with ideas only or unproven products and services
  • businesses or applicants that participated in the RAISE grant program in previous years
  • mature businesses planning for exit through sale
  • franchises, including those individually owned and operated
  • not-for-profit organizations or charities
  • crown corporations, government agencies, public administration, or political organization
  • businesses that involve illegal, harmful, or sexually exploitive activities
  • businesses that process or sell tobacco, firearms, other weapons, and related equipment (an exemption exists for businesses that process or sell tobacco for traditional Indigenous cultural or spiritual purposes)
  • property rental including residential, commercial and student housing
  • quasi-financial institutions or money service and money transfer businesses (including insurance companies and financial services companies)
  • cryptocurrency (for example, Bitcoin) businesses and traders
  • businesses brokering funds or taking on a fiduciary duty handling funds for clients (including investment, insurance, and real estate brokers who handle funds in trust for clients)
  • collection agencies
  • businesses that raise investment capital for other businesses
  • businesses with shares offered for public sale
  • businesses that limit memberships for purposes other than capacity or regulations
  • early development businesses (for example, business idea only, not yet registered with the CRA)

You or the owner of the business must be:

  • Indigenous, Black or other racialized individual (self-identification is required in the application)
  • 18 years of age or older
  • legally permitted to operate a business in Canada
  • currently living and actively operating the business in Ontario
  • the sole proprietor of the business if it is operated as a sole proprietorship, have ownership of at least 50% of the business if it is a corporation, or
  • be active in the business and have an entitlement to at least 50% of proceeds, if the business is a partnership
  • demonstrate commitment to participating in the training and coaching, including networking components of the program (minimum total time requirement of 10 hours), as well as developing a Business Action Plan to grow the business

Description

The SDF Training Stream offers funding to organizations for innovative projects that address challenges to hiring, training or retaining workers, including apprentices, to drive Ontario's economic growth.

The existing SDF Training Stream supports:

  • support and help develop a resilient workforce by supporting access into the labour market, and/or retention and capacity-building for employers
  • encourage partnerships across the economy and support innovative ideas and training solutions
  • support in-demand sectors that align with core government objectives such as manufacturing, technology, the skilled trades, and construction labour to support increasing the housing supply in the Province

The following organizations are eligible to apply to the SDF Training Stream:

The Victim Support Grant (VSG)

Description

The Victim Support Grant will run for one-year (2024 –2025) and provide funding to police services in collaboration with local organizations and/or Indigenous communities to enhance capacity to support and improve services for victims and survivors.

The grant will provide local police services with the flexibility needed to adapt to their own community’s needs and fill gaps in responding to the unique needs of all victims and survivors.

Funding under this grant program is available to police services in Ontario, for projects that focus on supporting all victims of all crimes. This will allow more victims and survivors to be reached and for them to feel safe and supported. Some examples of areas of focus for projects may include intimate partner violence/domestic violence, gender-based violence, human trafficking and child abuse, violent crimes, hate crimes and elder abuse.

Applicants are required to collaborate with a minimum of one other relevant agency/organization. Some examples include violence against women services, Victim Crisis Assistance Ontario agencies, sexual assault centers, Indigenous victim services, Indigenous Healing and Wellness Strategy agencies, Indigenous communities and organizations, anti-human trafficking service providers, and community-based agencies, etc.

Eligibility

Funding is available to:

  • municipal and First Nations Police Services
  • municipalities policed by the Ontario Provincial Police (OPP)

Eligible applicants can submit as many applications as they would like. There is no limit on the number of applications per eligible applicant. The maximum funding request for each project is $200,000.00 over one year.

For all OPP-policed municipalities, applications must be reviewed by the OPP’s Grant Support Team at OPP.Grant.Support.Team@OPP.ca prior to submission in Transfer Payment Ontario (TPON). In addition, applications must be submitted through the municipality’s (TPON) account.

Winter Roads Program: Bridges and Culverts Stream

Winter Roads Program: Bridges and Culverts Stream

Description

The Winter Roads Program – Bridges and Culverts Stream provides funding to Northern Ontario remote communities for new water crossing infrastructure (pre-engineered bridges and culverts) and repairs to existing water crossing structures.

Projects are located on the Ontario winter roads network, which provides vital seasonal connections between the Far North and the provincial highway network.

Eligibility

Project funding is open to remote communities in Northern Ontario that are not connected to a provincial highway network by an all-season road. Eligible applicants include Indigenous communities, Indigenous organizations such as Tribal Councils, corporations or partnerships formed by eligible applicants to build or maintain winter roads, and the Town of Moosonee.

Applications may be submitted by:

Single applicants – one eligible applicant.

Joint applicants – two or more eligible applicants.

Applicants are encouraged, wherever possible, to submit applications with multiple projects that cover the same road network. Applicants are also encouraged to work together to maximize the benefits of available funding through joint applications.

Joint applications must be accompanied by a resolution in support of the application from each applicant represented on the application. The applicant responsible for maintaining the corridor where the project is located should be identified as the project lead and submit the application.
