Aboriginal Participation Fund

The Aboriginal Participation Fund was developed to help support Indigenous communities and organizations participate in:

  • regulatory processes under the Mining Act
  • economic development activities associated with mineral exploration and development

Advanced exploration and development support

Status: Open

Description

The advanced exploration and development support sub-stream assists communities in areas of high mineral development activity to respond to advanced exploration and mine development projects.

Funding through this stream is:

  • project-based
  • limited to the costs associated with coordinating the review of advanced exploration and development projects
  • not intended to replace support received from project proponents

Eligibility

Funding is available to Indigenous communities in Ontario in areas of high mineral development activity.

While priority will be given to communities that do not have an existing Mineral Development Advisor (MDA), communities with MDAs are encouraged to apply if their workload requires additional support to respond to advanced exploration and development project requests.

Indigenous communities should discuss this sub-stream with one of the ministry’s Mineral Exploration and Development Consultants (MEDC) before applying.

Early exploration support

  • are experiencing high mineral exploration or development activity
  • have received two to 10 exploration permit applications in the previous fiscal year (April 1 to March 31)

  • joint applicants – two or more Indigenous communities in areas of high mineral exploration or development activity, or Indigenous organizations (for example, Tribal Councils, economic development organizations) representing communities in areas of high mineral exploration or development activity

Joint applicants must provide a Band Council Resolution in support of the application from each community represented on the application.

Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.

Education and relationship-building

The education and relationship building sub-stream helps Indigenous communities and organizations:

  • enhance their understanding of mineral exploration and development processes
  • develop relationships between Indigenous communities, industry and government

Eligibility

Project funding is open to Indigenous communities or organizations in Ontario.

Eligible applicants may be:

  • single applicants – Indigenous communities in areas of high mineral exploration or development activity
  • joint applicants – two or more Indigenous communities in areas of high mineral exploration or development activity, or Indigenous organizations (for example, Tribal Councils, economic development organizations) representing communities in areas of high mineral exploration or development activity

Mineral development advisor stream

Description

The mineral development advisor (MDA) stream provides funding for a MDA for eligible Aboriginal communities and organizations to participate effectively in the regulatory consultation processes, including the review of:

  • exploration plan and permit applications
  • closure plans and closure plan amendments
  • environmental assessments

This funding helps to increase a community’s knowledge and understanding of the mineral development sequence, mineral exploration, mineral development and mining activities, and the range of economic benefits.

Funding amount

Funding up to a maximum of $130,000 per year, for up to a three-year term.

Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.

The ministry may consider funding additional positions, in part or in full, based on the mineral development activity and the community’s or tribal council’s need.

Eligibility

Funding is available to Ontario Aboriginal communities or organizations experiencing high mineral exploration or development activity, having received 10 or more exploration plans or permit applications in the previous fiscal year (April 1 to March 31).

Communities that receive fewer than 10 exploration plans or permit applications may be eligible for this stream if they are engaged in reviewing two or more closure plans, closure plan amendments, or mineral development-related environmental assessments.

Eligible applicants may be either:

  • single applicants – Aboriginal communities in areas of high mineral exploration or development activity, or
  • joint applicants – Aboriginal communities and organizations (for example, tribal councils) in areas of high mineral exploration or development activity. Joint applicants must have the support of the communities they represent and a substantiated record of representing member communities on local lands and resources issues. Eligible joint applicants include either:
    • Two or more eligible communities, applying jointly with combined exploration activities, or
    • In specific circumstances, and at the discretion of the ministry, other Aboriginal organizations, such as a Provincial-Territorial Organization (PTO), if they have the support of the communities they represent.

Values mapping and related projects

The values mapping and related projects sub-stream supports projects that focus on values identification or related projects between Indigenous communities, which will support communities’ capacity to effectively participate in and respond to information requests in regulatory processes under the Mining Act.

Child and Youth Mental Health (CYMH) program

Description

The Ministry of Health (MOH) - Child and Youth Mental Health (CYMH) program works with discrete service providers to deliver mental health support to children, youth and their families. The budget submissions for this program will be managed within Transfer Payment Ontario through the MOH CYMH Budget Form. This includes all subsequent activities related to the transfer payment contracting cycle along with all reporting.

Eligibility

This program is restricted and only available to existing approved/discrete service providers. Access to the MOH CYMH Budget Form is available through Transfer Payment Ontario to these eligible service providers.

2023-24 Community Service Order Program

Status: Open

Ministry of the Solicitor General

Deadline

You must submit your application by 4:00 p.m. EST on January 25, 2023.

Description

The 2023-24 Community Service Order (CSO) Program funds organizations in Ontario to deliver and provide community-based service opportunities allowing clients to complete court mandated community service work in accordance with a client’s court order.

The ministry is introducing a re-designed Community Service Order Program to ensure the program is responsive to the most recent trends in sentencing.

The revised Community Service Order Program will focus on:

  • eliminating the minimum and maximum (number of referrals) thresholds
  • funding structure is based on the capacity to provide CSO placements and not on a fee for service structure that uses number of referrals
  • consolidating delivery in 13 preferred catchment areas across the province
  • in-person services are preferable, however where clients require alternative or virtual services, the Transfer Payment provider can accommodate

Eligibility

To be eligible to apply for this program you must:

  • be a community-based, non-profit organization or First Nations, Inuit, and Metis organization with experience providing services and programs to justice involved individuals or groups
  • be an Ontario-based entity (your main operations occur and services are provided in Ontario) for at least two years prior to the date of your submission
  • demonstrate financial stability for the duration of the funding period as shown through financial statements, established financial policies and procedure
  • not be in default of the terms and conditions of any grant or loan agreement with any ministry or agency of the Government of Ontario

Eligible applicants must formally request funding through Transfer Payment Ontario (TPON).

Connecting Links Program 2023-24

Note: Only municipalities with connecting links are eligible for this grant.

Description

The Ministry of Transportation’s Connecting Links Program provides dedicated provincial funding for road and bridge projects on designated connecting link highways.

Connecting links are municipal roads that connect two ends of a provincial highway through a community or to an international or interprovincial border crossing. These are critical roadways that serve provincial and municipal interests, as they carry long-distance provincial highway traffic moving through communities, as well as local traffic within the community.

The Connecting Links Program provides funding for eligible capital improvement costs – not maintenance. The responsibility for maintenance of connecting links lies with the municipality.

Eligibility

There are 352 kilometres of Connecting Links, with 70 bridges in 77 Ontario municipalities.

All 77 Ontario municipalities with designated Connecting Links are eligible for funding, a municipality with one designated Connecting Link can submit one project per year, a municipality that has more than one designated Connecting Link may submit a maximum of two projects per year.

The Ministry of Transportation (MTO) will provide funding for up to 90% of total eligible project costs. The maximum amount of funding for eligible costs is $3 million per road project and $5 million per bridge project.

Fire Protection Services Reimbursement: Unincorporated Ontario

Status: Open

You must submit your application by March 20th, 2023, at 5:00 p.m. EST.

Description

This program is designed to provide municipalities with reimbursement opportunities related to the provision of emergency services in unincorporated areas of Ontario that occurred between April 1st, 2022 - March 13th, 2023. Reimbursement rates will be based on service rates utilized by the Ministry of Transportation for fire departments responses on provincial highways.

Eligibility

The following call types may be eligible for payment:

  • motor vehicle collisions occurring on roads that are not considered provincial highways by Ministry of Transportation
  • carbon monoxide
  • hazmat calls occurring on roads that are not considered provincial highways by Ministry of Transportation
  • structure fires
  • vehicle fires occurring on roads that are not considered provincial highways by the Ministry of Transportation
  • false alarms
  • rescue (defined as an emergency incident primarily involving activities directed at locating and rescuing endangered persons and removing those persons to a safe location. This could also include but is not limited to the provisions of emergency medical care)
  • provision of any emergency services listed above, within a provincial park in Unincorporated Ontario

Forest Sector Investment and Innovation Program

Description

The Forest Sector Investment and Innovation Program provides funding for strategic investments in the forest sector that:

  • enhance competitiveness
  • support new market access
  • provide benefits to Ontario’s broader forest sector
  • strengthen regional economies

Support is available under two project categories:

  • business projects
  • collaboration projects

Eligibility

Business projects

Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken by for-profit manufacturers and processors of wood and forest biomass across Ontario, including:

  • saw mills
  • pulp and paper mills
  • secondary wood manufacturers
  • bio-economy projects

Harvesting and resource extraction projects are not eligible for funding.

Collaboration projects

Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken through a collaboration of:

  • forest sector for-profit businesses
  • not-for-profit research organizations
  • forest industry associations
  • academia

Eligible collaborations should develop, diversify and transform Ontario’s forest sector through innovation in technology, process or products.

A minimum of three partners are required (including at least one Ontario-based for-profit forestry/wood products company).

Francophone Community Grants Program

Status: Open

You must submit your application by Friday, April 28, 2023 at 5:00 p.m. EST. Applications open Wednesday, March 15, 2023.

Description

The Francophone Community Grants Program supports the cultural and commercial vitality of the French-speaking population, with a focus on improving front-line services and promoting the French language and culture.

Eligibility

The program has two funding streams:

  • Community and Culture stream
  • Economic Development stream

The program covers up to 80% of eligible expenses under the community stream and up to 50% of eligible expenses under the economic stream for projects that aim to:

  • strengthen the capacity of organizations and/or businesses to provide products and services to Francophones in the province
  • promote the recruitment and/or training of bilingual Francophone staff
  • provide opportunities to celebrate and foster understanding of Ontario's Francophonie

Community and Culture stream

To apply to the program under this stream, you must:

  • be an incorporated not-for-profit organization
  • have been in continuous operation in Ontario for at least (2) years as of January 1, 2023
  • have an annual operating budget of at least $10,000
  • have a clear mandate to develop programs and initiatives benefiting Francophones at the local, regional or provincial level
  • not be 100% funded by the provincial government

Economic Development stream

To apply to the program under this stream, you must:

  • be a for-profit business or an incorporated not-for-profit organization involved in economic development
  • have been in continuous operation in Ontario for at least (2) years as of January 1, 2023
  • have annual revenue of at least $50,000 (the gross revenue of for-profit applicants is capped at $1,000,000)
  • have a minimum of one full-time employee
  • meet at least one of the following criteria:
    • operate in a Francophone community
    • offer products/services to francophones in Ontario
    • present a realistic business expansion plan supported by market data to start operating in or providing products/services to a francophone market in Ontario
    • partner with a regional, national or international organization to expand the range of products and services available to francophone markets in Ontario.

Inclusive Community Grants Program

Description

The Inclusive Community Grants Program helps ensure local government and community organizations consider Ontarians of all ages and abilities at every stage of community planning and development.

The Inclusive Community Grants Program funds projects that:

  • Increase accessibility to outdoor spaces to improve older adults’ and people with disabilities’ community engagement.
  • Enhance the supply of accessible and attainable housing to support older adults and people with disabilities to age in place.
  • Increase the number of inclusive communities by developing Age-Friendly Community (AFC) plans that support long term community planning to address the needs of older adults and people with disabilities.

Eligibility

Grants of up to $60,000 each are available to eligible applicants.

Indigenous Transportation Initiatives Fund for Indigenous communities and organizations

Description

The Indigenous Transportation Initiatives Fund (ITIF) is an application-based funding program open to Indigenous communities and organizations interested in pursuing transportation-related projects.

The proposed projects must be connected to the transportation sector and demonstrate an alignment with priority themes selected by the ministry. The priority themes will be listed in the 2023-2024 application guide and application form.

Investing in Canada Infrastructure Program: Public Transit Stream

Status: Open

All ICIP funding provided to municipalities must be allocated to projects by November 30th, 2022.

Description

The Investing in Canada Infrastructure Program (ICIP) is a cost-shared infrastructure funding program between:

  • the federal government
  • provinces and territories
  • municipalities
  • First Nations and Indigenous Communities
  • other eligible recipients depending on program stream

This program will see up to $30 billion in combined federal, provincial and other partner funding.

The public transit stream will allocate $8.3 billion in federal funding and $7.3 billion in provincial funding for the construction, expansion and improvement of public transit systems and networks across Ontario.

Eligibility

Eligible applicants must:

  • be an Ontario municipality or Metrolinx
  • receive Provincial Gas Tax funding
  • have reported ridership data to the Canadian Urban Transit Association (CUTA) for 2015
  • have received an allocation for ICIP under the Public Transit Stream

Investment Ready: Certified Site designation

  • Contact the Investment Ready team for your pre-application consultation.
  • Submit your application package through Transfer Payment Ontario.
  • We will notify you if your site has been approved and email you with your notification of acceptance.

  • Receive a certification designation after all your assessments and documents have been completed, submitted and approved.

Ministry of Children, Community and Social Services – Indigenous Healing and Wellness Strategy 2022-2023

Description

The Indigenous Healing and Wellness Strategy (IHWS) was established in 1994 between Ontario and Indigenous partners. It supports a continuum of Indigenous designed and delivered programs to:

  • reduce family violence
  • reduce violence against Indigenous women and children
  • improve Indigenous healing, health and wellness

Eligibility

You must have an existing transfer payment agreement with MCCSS to deliver Indigenous Healing and Wellness Strategy programs and services.

All eligible MCCSS transfer payment recipients were notified by the ministry in their Indigenous Healing and Wellness Strategy 2022-2023 funding allocation letter.

Ministry of Children, Community and Social Services – Ontario Works Programs 2023 or 2023-2024

Description

Transfer Payment Ontario will be used to manage the Ministry of Children, Community and Social Services (MCCSS) Ontario Works budget submissions for 2023 or 2023-2024.

This is only for:

  • Consolidated Municipal Service Managers (CMSMs)/District Social Services Administration Boards (DSSABs)
  • First Nations full delivery
  • First Nations financial assistance

Recipients must use the applicable Ontario Works Budget Form 2023 or 2023-2024 to complete their submission. Transfer Payment Ontario will also be used to support all subsequent activities related to the contracting cycle along with all reporting.

Eligibility

The Ontario Works Budget Form 2023 or 2023-2024 category is open to all eligible transfer payment recipients.

Ministry of Children, Community and Social Services – Partner Facility Renewal Program 2023-2024

Description

The MCCSS Partner Facility Renewal Program makes timely capital investments to help maintain buildings and properties (real estate) of transfer payment recipients that deliver ministry programs and services. The program ensures transfer payment recipients can provide accessible, safe, quality programs and services to clients across the province by supporting the repair or renovation of their building infrastructure.

Eligibility

Capital funding is only provided to transfer payment recipients that have a direct funding relationship with the ministry to deliver programs and/or services. This includes recipients that operate in:

  • owned real estate
  • rental or leased real estate
  • government owned real estate
  • real estate owned or managed by a non-arm’s length entity

Where real estate is used jointly for non-ministry programs and services, the ministry generally only considers funding the space used for ministry-funded programs and services.

Next Generation 9-1-1 (NG9-1-1) Support

Description

The Government of Ontario is providing funding over three years to support Public Safety Answering Points (PSAPs) in Ontario with their transition to the new Next Generation 9-1-1 (NG9-1-1) emergency services communications system.

Eligibility

This funding is intended to support Public Safety Answering Points (PSAPs) in acquiring critical NG9-1-1 technology while considering the need for flexibility in addressing local operational needs.  The NG9-1-1 support funding will be available to all municipal and private PSAP operators in Ontario.

New NG9-1-1 technology and associated costs could include:

  • hardware, software, licensing costs
  • project management
  • project resourcing including consultant fees
  • additional training and change management

Ontario Junior Exploration Program

Description

The Ontario Junior Exploration Program (OJEP) is an initiative to help attract investment in early exploration, expand the pipeline of mineral development projects, including critical minerals and lead to more mines and jobs in Ontario.

OJEP is providing $20 million over the next two years to eligible junior mining companies conducting grassroots mineral exploration in Ontario. This includes $8 million for a new critical minerals funding stream.

Junior mining companies can apply for funding to cover eligible costs of up to $200,000 per mineral exploration or development project. Applications are assessed on a first come, first-served basis.

Eligibility

To be eligible for funding, applicants must meet all of the following requirements:

  • be a non-producing, junior mining company registered with a market capitalization of up to $100 million or of a comparable value, if a private company, as of February 16, 2023, the opening of the intake period
  • be registered on the Ontario Business Registry prior to entering into a Transfer Payment Agreement with the Province of Ontario
  • submit an application that proposes to undertake grassroots mineral exploration in Ontario.
  • have a market capitalization up to $100 million or of a comparable value, if a private company, as of the opening date of the intake period
  • provide proof that the applicant has the funds to cover 100% of total project costs
  • provide a copy of a valid certificate of insurance for the project which includes general commercial liability coverage at a limit of not less than $2 million per occurrence
  • be enrolled in the Mining Lands Administration System (MLAS) and hold the necessary mining lands tenure required to carry out the project
  • have a valid exploration plan and/or permit issued under the Ontario Mining Act prior to work proceeding and for the duration of the project, where required
  • have the approval of the plan/permit and/or tenure holder to apply for OJEP funding and carry out the proposed project in the event of an option agreement or some other relationship

Reconnect Ontario Marquee Event Fund 2022

We will accept applications on an ongoing basis, however you must submit your application at least four months before your event start date.

Description

The Reconnect Ontario Marquee Event Fund supports costs related to hosting:

  • major one-time events in Ontario
  • events that do not recur annually or biannually in Ontario
  • national or international events in Ontario

Eligibility

Eligible organizations must:

  • be legal entities
  • have been in existence for one year or longer, as of the date of submission of the application
  • have a bank account at a Canadian financial institution that conducts business in Ontario
  • not be in default of the terms and conditions of any grant or loan agreement with any ministry or agency of the Government of Ontario (for example, Ontario Trillium Foundation)
  • demonstrate proven organizational ability, technical capacity and fiscal prudence to successfully host a marquee event. This includes national and/or international event management experience and tourism business expertise

Events supported by the Reconnect Ontario Marquee Event Fund must have cash operating expenses totaling $1 million or more.

Reduce Impaired Driving Everywhere (RIDE) Grant

Description

The Reduce Impaired Driving Everywhere (RIDE) Grant provides funding to police services to enhance local enforcement capabilities and to ensure a year-round provincial program to conduct RIDE spot check activities.

The 2022-2023 to 2023-2024 RIDE Grant assists police services/boards in offsetting their staff costs for implementing RIDE programs of sobriety checks in their jurisdictions.

Eligible police services/boards must formally request funding through Transfer Payment Ontario (TPON).

Eligibility

The RIDE Grant will be available to municipal and First Nations police services, as well as Ontario Provincial Police (OPP) municipal contract locations.

Grant funding must be used exclusively for sworn officers' overtime or paid duty assignments for street-level enforcement activities in relation to the RIDE Grant (for example RIDE check stops).

Overtime, paid duty assignments and other RIDE activities by civilian or auxiliary officers is not eligible for funding.

Funding periods

Funding under the RIDE Grant will be available for a two-year period (2022-2023 to 2023-2024). Approved applicants will be provided with a funding allocation (maximum funds) for each fiscal year (2022-2023 and 2023-2024) over the two fiscal years, ending March 31, 2024.

There will not be a call for applications in 2023-2024 and the next call for applications will be issued in 2024-2025.

Funding allocation for each fiscal year must be spent within that fiscal year (for example funding allocation for 2022-2023 must be spent on activities taking place between April 1, 2022, and March 31, 2023). Unspent allocations may not be carried into the next fiscal year.

Financial reimbursement only occurs after the end of the program year, following the submission of the RIDE Grant final reports. All reporting requirements must be submitted to the ministry within the established timeframes in order to be reimbursed.

Seniors Active Living Centre Program 2023-2024

Description

The Seniors Active Living Centre (SALC) Program is an annual program that provides funding to approximately 300 established SALC programs across Ontario to deliver activities and services to Ontario’s older adults and seniors.

SALC programs promote wellness, social interaction and education to help seniors stay active, independent and engaged. SALC operators are encouraged to extend the reach of their programming and continue to offer remote or virtual programing to meet the needs of seniors in the community who may not feel comfortable returning to in-person programing or have difficulty accessing a SALC program’s location.

When planning their programming for 2023-24, SALC operators are encouraged to address one or more the following program priorities and identify which one(s) in their application:

  • Connect older adults with community programs and services.
  • Provide programing opportunities for seniors in underserved communities or to underserved populations.
  • Remove accessibility barriers to SALC programs and services.

Seniors Community Grant Program

Description

Seniors Community Grants, ranging from $1,000 up to $25,000, help community organizations’ ability to provide opportunities for greater social inclusion, volunteerism and community engagement for older adults, from the safety of their homes or other safe environments.

The Seniors Community Grant Program funds local not-for-profit community groups and organizations to deliver projects, supports and resources that help older adults (aged 55+) to:

  • live independently
  • live with safety and security
  • stay connected to their community,
  • avoid isolation
  • achieve greater financial security and social connections

Programming can be delivered remotely, virtually, or in-person with proper health control measures in place.

Eligibility

Grants are available between $1,000 and $25,000.

Eligible applicants may be:

  • incorporated organizations that can apply for up to $25,000
  • individuals that represent local unincorporated seniors’ groups can apply for a maximum of $10,000

Projects must involve older adults and meet at least one of the ministry’s key priorities outlined in the program guidelines.

Approved projects are anticipated to start by July 2023 and must be completed by March 31, 2024.

Species at Risk Stewardship Program

Description

The Species at Risk Stewardship Program (SARSP) was established as part of Ontario’s Endangered Species Act (ESA) to support and enable people to get involved in protecting and recovering species at risk through stewardship activities.

Annually, through the Species at Risk Stewardship Program, Ontario invests in stewardship and research projects that help support the protection and recovery of species at risk and their habitat.

Eligibility

The Fund is open to individuals and groups across Ontario, including:

  • academic institutions
  • businesses
  • consulting companies
  • Indigenous communities/organizations
  • individuals
  • industry organizations
  • landowners and farmers
  • municipal and local governments
  • non-government organizations

Stewardship or research projects that benefit species that are listed as extirpated, endangered, threatened or special concern on the Species at Risk in Ontario list are eligible for consideration, however targeted funding priorities are set annually.

Support for Community Negotiations Fund

Description

The Support for Community Negotiations Fund (SCNF) is an Ontario government program that provides annual funding to support Indigenous communities participating in land claim and land-related negotiations with Ontario.

Eligibility

The Ministry of Indigenous Affairs in the Negotiations and Reconciliation Division identifies potential funding recipients based on their involvement in claims and land-related matters accepted for negotiation.

The fund is administered by the ministry and allocations are approved and monitored through transfer payment agreements between the ministry and the funding recipient.

Funding can only be used for specific costs related to specific negotiations and cannot be used to:

  • support base operating costs of an Indigenous community
  • cover costs incurred before or after the time period identified in the transfer payment agreement

Funds are payable to an Indigenous community or organization and not to specific individuals.
