Project summary

The City of Belleville (the City) is proposing to widen Bell Boulevard between Sidney Street and Wallbridge Loyalist Road. The purpose of the widening project is to support safe and efficient movement along the corridor.

The proposed project will:

  • widen Bell Boulevard from two lanes to four lanes
  • make improvements to signalized intersections
  • add new turning lanes as required
  • provide a multi-use trail for cyclists and pedestrians

The project is expected to be within the existing Bell Boulevard road right-of-way.

The widening of Bell Boulevard would normally fall under the municipal class environmental assessment process, and the City had started work and consultation on this project through that process.

The City has requested an exemption under the Environmental Assessment Act to ensure safe and efficient access along the road corridor. In accordance with the City’s Master Transportation Plan, traffic volumes are expected to exceed the road’s current capacity by the end of 2020. The City is also concerned that project delays may cause potential impacts to businesses.

The City anticipates this project will have a minimal environmental impact.
