Background
In early 1999, the City of Guelph gained approval under the Environmental Assessment Act (EAA) and the Environmental Protection Act (EPA) to continue to fill the Eastview Landfill Site to its approved design contours. The site life for this approval was estimated in 1998 at four to seven years. Waste disposal rates since then have been higher than projected. As a result, it is estimated that at current disposal rates and approved contours, the landfill has remaining capacity for approximately three to four years. A condition of both the EAA and EPA approval requires the City of Guelph to submit a Terms of Reference, for an undertaking to address their long-term waste management needs, by January 31, 2000. The City included with this ToR a notice of intent to amend the ToR based on additional consultation. The amended ToR was submitted to the Ministry of the Environment on March 27, 2000. The terms of reference was withdrawn on June 1, 2000.
