Declaration order (2004)

This order approves the use of grill ash from Bowater Pulp and Paper Canada in Gatineau, Quebec as a sand substitute for:

  • construction of landfill roads
  • leachate collection systems
  • daily landfill cover

An Environmental Assessment Act declaration order was required because the Eastern Ontario Waste Handling Facility only had approval to receive waste from within Ontario.
