The participants in this waste management project include The United Counties of Leeds and Grenville, the City of Brockville, the Town of Prescott and possibly the Town of Gananoque should it rejoin the other named municipalities in the proposal at some point in the future. The Town of Gananoque was originally part of the system plan but dropped out of the planning process in April, 1995. The service area for the landfill will be limited to these municipalities with the contingency of handling waste from the Town of Gananoque should the need arise. An environmental assessment was submitted in February, 1997.
The proposed landfill is to located on Lots 14, and 15, Concession 4 in the Township of Edwardsburgh. The design capacity will be 980,000 tonnes of non-hazardous solid waste. The landfill area will be 14 ha in size on a total site area of 66 ha. The Notice of Completion of Review was issued on October 10, 1997 with the public comment period ending on November 10, 1997. The project was approved on February 11, 1998.
