Overview

Learn what career college operators must do to meet the requirements under the Ontario Career Colleges Act, 2005 regarding issuing and maintaining transcripts.

Only transcript service providers approved by the Superintendent of Career Colleges can be retained to provide these services.

Requirements

Career college operators must:

  • make transcripts accessible to students for at least 25 years after they leave the college
  • transfer students’ transcripts to an approved off-site transcript service provider within 60 days of the student leaving the college
  • retain an approved transcript service provider to issue transcripts to students if the college ceases to operate

Career college operators may:

  • retain an approved transcript service provider to issue transcripts to students while the college is operating

Operators’ business processes

Career college operators:

  • should follow their own procurement procedures to meet the above rules
  • may use 2 different, approved transcript service providers for the separate functions of maintaining and issuing transcripts

Note: If an operator uses 2 transcript service providers, the transcript service provider responsible for maintaining transcripts must establish a process to allow the transcript service provider responsible for issuing transcripts to access the maintained records stored off-site.

How to apply for approval

The Superintendent of Career Colleges reviews applications from organizations interested in becoming approved transcript service providers in Ontario.

Apply to the superintendent to do either or both of the following:

  • maintain student transcripts for career colleges at an off-site facility
  • issue transcripts to students of career colleges

Send an e-mail to the ministry to request an application package:

The application package includes:

  • a booklet titled Information for Applicants – Becoming an Approved Transcript Service Provider to Career Colleges
  • three documents you must complete and return to the ministry:
    1. application form
    2. conflict-of-interest declaration
    3. references form
