Environmental Assessment

The Minister of the Environment, with Cabinet’s concurrence has refused to give approval to expand the Richmond landfill site, located in the Town of Greater Napanee. Waste Management of Canada Corporation’s (WMCC) Richmond Landfill Expansion Environmental Assessment (EA) study process has ended. WMCC will not be permitted to submit a second EA.

Terms of Reference

Canadian Waste Services (CWS), a private waste management company, is proposing a major expansion of its Richmond landfill located in Eastern Ontario in the Town of Greater Napanee in the County of Lennox and Addington. CWS needs additional disposal capacity of up to 750,000 tonnes per year of Ontario generated solid non-hazardous waste over an approximately 25-year period. The Terms of Reference (ToR) requires that CWS will assess in the EA what expansion capacities, landfill footprints, heights, and designs would be environmentally appropriate for the site.

CWS previously prepared a ToR for the environmental assessment which was submitted to the Ministry for public and government review. In view of the public and government comments, CWS redrafted their ToR and made a formal submission on June 23, 1999. This submission was also made available for public review during the comment period ending on July 26, 1999.

Consultation

During the development of the Terms of Reference, discussions were held with government agencies and ministries to determine the key issues which will be addressed in the EA Study. Several key public stakeholders were identified during the ToR process, including the members of the Public Liaison Committee (PLC), the Environmental Advisory Committee (EAC), local residents living in the vicinity of the landfill site and interested members of the public living some distance from the landfill site. During the development of the ToR, these groups were kept informed through numerous meetings, including PLC meetings, correspondences, public open houses, "kitchen table" meetings, and newsletters. Additionally, extensive government and agency consultation programs were carried out by CWS during the ToR preparation, including the submission of two draft Terms of Reference documents to the Ministry of the Environment.

Designation

On June 16, 1999, the Minister, with the concurrence of Cabinet, designated by O. Reg. 367/99 that the Canadian Waste Services Richmond landfill was subject to the requirements of the Environmental Assessment Act. This site is located in Eastern Ontario in the Town of Greater Napanee in the County of Lennox and Addington. In advance of the passage of this regulation, a Terms of Reference for this undertaking was prepared and submitted to the Ministry of the Environment on June 23, 1999.
