Environmental Assessment

The County of Victoria is seeking approval to continue using and to expand the existing Lindsay-Ops landfill site, which has been in operation since 1979. The proposal is intended to serve as the principal landfill operation for the entire County for a 25-year period. The Terms of Reference for this proposal was submitted to the Ministry on June 22, 1998 and approved on December 1, 1998, with the ensuing environmental assessment (EA) being submitted on March 2, 1999.

The landfill is a component of the County’s preferred waste management system and is required to dispose of the remaining waste after the application of waste diversion initiatives. Assuming a diversion rate of 50%, there would be 1,100,000 tonnes of waste that must be disposed of over the next 25 years. The County of Victoria estimates that recycling, composting, reduction, and re-use will compose the 50% diversion figure.

The proposed long-term landfill site is to be located at the existing County of Victoria landfill situated on Part Lots 25, 26, & 27, Concession 6, in the Township of Ops. The lands are approximately 1 kilometre north of the Town of Lindsay. Total site area is approximately 49 hectares with between 13 and 17 hectares allocated for the proposed landfill. The government review of the EA was completed on February 11, 2000, at which time the review was released for public comment. Following the evaluation of the public comments on the EA Review, the Ministry forwarded a recommendation to the Minister. This project received approval on May 31, 2000.

Description of undertaking being considered

To provide landfill capacity for approximately 1.1 million tonnes of residential and industrial commercial & institutional (IC&I) solid, non-hazardous waste estimated to require disposal in the County of Victoria over a 25-year period.

Consideration of alternatives to the undertaking

Victoria County has estimated that approximately 2.5 million tonnes of waste will be generated in the County over the next 25 years. The Victoria County Waste Management System Plan (March 1993) identified a preferred waste management system which included diversion programs and facilities to manage approximately 1.1 million tonnes of waste, existing landfills to manage 0.3 million tonnes of waste and the establishment of a long-term landfill to manage the remaining 1.1 million tonnes of solid, non-hazardous waste. Victoria County updated their System Plan in 1996 and 1997. The update concluded that landfill was the preferred disposal option and excluded incineration/EFW, landfill mining and waste export as disposal alternatives.
