Court Services Division has evolved significantly over the last several years — and the transformation of court services in Ontario is continuing. Our long-term vision is to build a reimagined court service for the future, that is more modern, reliable, and efficient.

It’s about improving access to justice services for court users across Ontario, but also about enhancing the workplace for our employees so that they are better supported.

We have continued to make significant progress in 2024–2025 toward our long-term vision – highlights are included in this annual report.

Modernization and transformation

The transformation of court services in Ontario is a long-term journey — and changes will continue to happen gradually over many years. Key initiatives this year have included: writs transformation, jury modernization, the Interim Solution for File Storage (ISFS), and preparing for the launch of Courts Digital Transformation (CDT).

Ensuring and enhancing access to justice

Access to justice is a fundamental value of the Canadian justice system. CSD plays a key role in supporting this access to justice and is proud to provide client-focused services across Ontario. We also strive to improve and enhance access to justice wherever we can.

Key initiatives this year have included:

  • the Virtual and Hybrid Hearings (VHH) project
  • court interpreter services
  • ongoing enhancements to Justice Services Online (JSO)

Our people

Our employees are the backbone of the justice system. Without CSD's frontline staff, court hearings cannot proceed, matters cannot be scheduled, and court documents cannot be filed, impacting the lives of everyone who needs to access the justice system. Key initiatives this year to support our people have included: court staffing efforts, the Centre for Addiction and Mental Health (CAMH) mental health needs assessment, and new streamlined approaches to communications.

Accountability

Court Services Division supports and aligns with the Ontario government’s commitment to accountability and fiscal sustainability. CSD is committed to being an open and transparent organization. To this end, 2024–2025 performance data and financial statements are made available.
