Overview
As previously outlined in the 2017 Health Card Validation Reference Manual, the ministry is replacing legacy Health Card Validation (HCV) technology and moving towards a more modern connectivity method for all Health Card Validation transactions.
As a result, IMS Listener and IMS Connect connection types for the Health Card Validation service will be phased out by March 31, 2024.
Please note: this change will not impact you if you are using a connection type other than IMS Listener or IMS Connect.
Software that accesses Health Card Validation using IMS Listener or IMS Connect will need to transition to one of the following connection types by March 31, 2024, to continue to access HCV services:
- Master Services Agreement (MSA)
- Identity Provider (IDP)

Conformance testing will be available for all software transitioning from a legacy connection to a more modern connection type. The process for beginning conformance testing is as follows:
- review the Technical Specifications document ‘Health Card Validation Service via Electronic Business Services’
- complete the 'Vendor Application for Conformance Testing – Acceptable Use Policy’
- send the completed form to SSContactCentre.MOH@ontario.ca
- conformance testing teams will contact you with credentials and the modified test scenarios
