Terms of reference

The City of Toronto (City) has submitted a terms of reference (ToR) to the Ministry of Environment and Climate Change for review and decision under the Environmental Assessment Act (EAA). The ToR sets out the City’s plan for preparing an environmental assessment (EA) to determine the future of Allen Road. The purpose of the proposed undertaking is to improve safety and efficiency, develop a more sustainable transportation system and provide for better assimilation with the surrounding neighbourhoods.

If approved, the ToR will set out the work plan to be followed in conducting the EA, including a description of how the public, stakeholders, Aboriginal communities and agencies will be consulted for the proposed undertaking in accordance with subsection 6(2)(c) and 6.1(3) of the EAA.

The need for the proposed undertaking was established by the City to provide operational improvements and to satisfy current policy and plan direction.

Study area

The study area that is being examined is approximately five kilometres long beginning at Allen Road from Transit Road to Eglinton Avenue West. The primary study area extends 100 metres on either side of the Allen Road right-of-way, and extends to a 500 metre radius out from Wilson, Yorkdale, Lawrence West and Eglinton West subway stations.
