Environmental assessment

The Bolton Arterial Roads Plan was initiated as a result of the Ministry of Environment’s requirement that an individual environmental assessment (EA) be carried out to address the impacts associated with the Town of Caledon’s proposal to construct Townline Road between 5 Sideroad and King Street. The requirement was based upon recommendations made by the Environmental Assessment Advisory Committee (EAAC) in 1989 following an open review of the Town of Caledon’s Townline Road Environmental Study Report. The advice of the EAAC came as a result of numerous bump-up requests received by the Minister.

The Town of Caledon submitted the original environmental assessment in April, 1997 and was seeking approval for the reconstruction and realignment of the existing east-west road network, the construction of a new Townline Road, and the protection of right-of-way to enable the future extension of Coleraine Drive north of King Street to Duffy’s Lane crossing the Humber River and proceeding north and east to intersect with Highway 50. However, after entering into self-directed mediation with the concerned parties, the proponent submitted to the ministry a formal amendment to the EA on May 25, 1998. The amended EA changed the undertaking so that the right-of-way was only protected west of Highway 50, crossing the Humber River at a point north of the original proposal, and included the elimination of the proposed extension of Townline Road that had originally bisected the Bolton camp. The government review of this EA was completed on December 23, 1998 and concluded that the EA had met the requirements of the Environmental Assessment Act. The public comment period ended on January 22, 1999, and following an evaluation of the public comments, the Ministry forwarded a recommendation to the Minister. This project received approval on April 19, 2000.
