Overview and changes for 2025–2026

The Ministry of Education is modernizing ECPP funding to:

  • improve student outcomes
  • enhance access and program quality
  • reduce administrative burden
  • give school boards more flexibility to meet changing needs and local priorities

Starting in 2025–2026, there are 2 separate funding components that will replace the prior ECPP component:

  1. Care and Treatment Education Programs (CTEP)
  2. Education and Community Partnership Programs (ECPP)

CTEP and ECPP are distinct programs that are each part of the complex supports allocation in the Special Education Fund.

This page explains the programs, their funding and reporting requirements and how school boards can manage ECPP program changes or closures. You can also find information about funding and reporting for previous ECPP years.

Care and Treatment Education Programs (CTEP)

CTEP provides education programs for students who cannot attend school because they need care and/or treatment for needs such as:

  • highly complex needs
  • physical or mental health needs
  • severe behavioural needs

Funding for CTEP includes:

  • Base amount — each board receives the higher of $300,000 or its 2024–2025 ECPP care and treatment approved application amount, adjusted for 2025–2026 labour-related increases
  • Per-pupil amount — $3.70 × average daily enrolment (ADE)

All 72 school boards receive CTEP funding. This ensures equitable access and addresses unmet needs.

Reporting requirements

Starting in 2025–2026, boards must submit their CTEP report back at the end of each school year.

Education and Community Partnership Programs (ECPP)

ECPP funding supports students who:

  • have been court-ordered into a youth justice secure or open custody/detention facility
  • are in an adult custodial facility serving youth
  • attend the Syl Apps Youth Centre
  • attend the provincial Child and Parent Resource Institute (CPRI) program

Reporting requirements

Starting in 2025–2026, boards must submit their ECPP report back at the end of each school year.
