Environmental assessment

The Township of Chapleau submitted an environmental assessment (EA) on November 22, 1996 for a proposal to construct a new long-term (40 year) municipal landfill site. The site will service the Township, the Chapleau Cree First Nation, the Chapleau Ojibwe First Nation, and the Brunswick House Cree First Nation. Residents in the unorganized Townships of Caverley, Strathearn, Caouette, Borden, Chappise, Daoust, Panet, Gallagher, and Cochrane will also be serviced by the new landfill.

On September 22, 1998, the Townhip of Chapleau requested that the government review of this EA be put on hold. The proponent wanted to amend the biological screening criteria to increase siting opportunities in the study area. An amended EA was submitted to the Ministry on August 9, 2000. A revised notice of submission was published, providing the public with an opportunity to comment on the amended EA. The public comment period ended on October 2, 2000.

Following the evaluation of the public comments on the amended EA, the Ministry finalized the government review (notice of completion of review: April 22, 2001) and released it for a 30-day public comment period ending May 22, 2001. The conclusion of the government review was that the EA document provided sufficient information for the Minister to make a decision on the application and the requirements of the Environmental Assessment Act (EAA), as they existed under subsection 5(3) of the EAA, R.S.O. 1990, were met.

Declaration order

On January 11, 1996, the Minister, with the concurrence of Cabinet, approved the declaration order providing for the interim expansion, operation and closure of the existing and approved Township of Chapleau landfill site. This undertaking, which is located on part of Lot 1, Concession 5, Township of Chapleau, provides landfill capacity for the disposal of domestic, commercial and non-hazardous solid industrial waste. The order is now expired and replaced by the EA.
