Mining: One Project, One Process framework
Learn about the framework to improve the permitting process for designated advanced exploration and mine development projects in Ontario.
Overview
Currently, the approval process for an advanced exploration or major mining project is handled through separate reviews across multiple different provincial ministries. A single project requires multiple approvals from each ministry, often leading to a slow and challenging process that lacks a single, overarching view of the project's goals and timelines. To provide greater business certainty during the permitting process, the One Project, One Process (1P1P) framework will:
- create a legislated coordinated approach to enable faster and predictable permitting
- use 1 primary contact within the Ministry of Energy and Mines to provide concierge services
- dedicate project delivery teams to navigate the permitting and authorization system across ministries
- reduce government review time for permits and authorizations by 50%
- require project level Indigenous consultation rather than on a permit-by-permit basis, all while upholding the government’s constitutional obligations under the Duty to Consult
- create service standards to improve predictability and accountability across ministries
- designate the Ministry of Energy and Mines as the lead for ensuring mining related permits are delivered in a timely manner
- use monthly reporting to show the overall project status
- track KPIs at a project level
