Minister's Order

WHEREAS the Minister of Education appointed a reviewer to conduct an urgent review of the Near North District School Board (the “Board”) pursuant to section 16 of Ontario Regulation 43/10 (Provincial Interest in Education) (the “Regulation”) made under the Education Act (the “Act”);

AND WHEREAS the reviewer completed the urgent review and submitted a written report to the Minister on September 26, 2025 which disclosed findings of governance and leadership issues in the Board;

AND WHEREAS, after considering the findings and recommendations in the reviewer’s report, the Minister issued 15 binding directions to the Board pursuant to section 19 of the Regulation and required the Board to submit three progress reports within 15 business days;

AND WHEREAS the Ministry of Education reviewed the Board’s progress reports and has determined that the Board failed to comply with certain directions within the time specified in the directions;

AND WHEREAS pursuant to Ontario Regulation 263/25 (Transition of Boards under Review or Supervision) made under the Act, the review conducted under the Regulation is deemed to be an investigation conducted under section 230.1 of the Act, and the directions issued to the Board under the Regulation are deemed to be directions issued under section 230.2 of the Act;

AND WHEREAS, due to the Board’s failure to comply with the directions within the time specified, the Minister considers it necessary to make an order in respect of the Board;

NOW THEREFORE, pursuant to paragraph 1 of subsection 230.3(1) of the Act, control and charge over the administration of the affairs of the Board are vested in the Minister of Education effective the date of this Order.
