Environmental Assessment

The Regional Municipality of Niagara (the Region) submitted a Terms of Reference (ToR) on October 22, 1997, seeking approval to provide interim waste disposal capacity for the Town of Fort Erie and the City of Port Colborne. The undertaking consists of the continued use of the Bridge Street and Elm Street landfills to approved waste disposal capacity and design contours by removing the closure dates on the Certificates of Approval. The ToR for this project was approved on January 23, 1998, and the environmental assessment was subsequently submitted on April 7, 1998. The undertaking would allow the continued use of Bridge Street and Elm Street landfills for approximately seven additional years, thereby ensuring that existing approved disposal capacity is not lost to the Region. The government review of this environmental assessment was published on October 14, 1998 for a 30-day public comment period. This project received approval on February 10, 1999.

Terms of Reference

Description of the undertaking being considered

The undertaking being proposed by the Region is to provide interim waste disposal capacity for the Town of Fort Erie and the City of Port Colborne. The means to achieve this is to continue to use the Bridge Street and Elm Street landfills to approved waste disposal capacity and design contours by removing the closure dates on the Certificates of Approval (C of A).

The removal of site closure dates on the C of As would allow the continuation of existing disposal operations beyond the current closure dates for approximately 7 more years at the Bridge Street Landfill (January 20, 1998) and 7 « more years at the Elm Street Landfill (May 11, 2000). If the closure dates are not removed from the C of A's, a total of 100,000 tonnes of existing approved disposal capacity would be lost to the Region.

No other changes, beyond the removal of site closure dates, are proposed by the Region as part of the ToR. The service area for each site will remain the same and fill rates will remain consistent with current operations or will decrease due to improvements to diversion programs. The only changes to existing operations will be improvements to daily operations if a need is identified through the course of the EA Study.
