Environmental Assessment

On January 23, 2002, the Province of Ontario approved, with conditions, the County & City of Peterborough’s Environmental Assessment (EA) application to continue using and expand the existing Bensfort Road landfill site. The proposed landfill is intended to serve as the principal landfill operation for the entire County of Peterborough for a 25-year period. A Terms of Reference for this undertaking was approved on September 23, 1997, and the EA was submitted to the Ministry for review on September 11, 1998.

The proposed long-term landfill site is to be located partly at the existing City landfill and partly on abutting lands situated on Part Lots 14 and 15, Concession 13, and Part Lots 13, 14, & 15, Concession 14 in the Township of Otonabee-South Monoghan. The lands are approximately 17 kilometres south of the City of Peterborough. Total site area is approximately 162 hectares, of which 15.5 hectares are proposed for land filling. The balance of the lands will be used for administration buildings, buffer areas, and any surplus land may be sold by the proponent in the future.

The government review of this proposal, which was completed on September 29, 1999 (Notice of Completion of Review), and released for a 45-day public comment period, concluded that the EA had met the requirements of subsection 6.1(2) of the Environmental Assessment Act (EAA).

Upon the expiry of the public comment period, the ministry evaluated the public submissions and requested additional information from the County and City. After completing its review of the public submissions and the additional information submitted by the County and City, the ministry forwarded a recommendation to the Minister. The EA was approved on January 23, 2002.

In addition to approval under the EAA, the County and City require approval under the Environmental Protection Act (EPA) and the Ontario Water Resources Act (OWRA). The County and City cannot proceed with the project unless their EPA and OWRA applications are approved by the ministry.

Terms of Reference

A long-term landfill site for Peterborough County/City, for the disposal of residential and Industrial, Commercial & Institutional solid non-hazardous waste over a 25-year planning period.

The Study Area consists of lands within a 25-kilometre radius of the northeast portion of the City of Peterborough (the centre of waste generation). However, "willing host" sites will be considered if the proposed site is within 5 kilometres beyond the 25 km search radius. The study area consists of all or part of the City of Peterborough, the Villages of Lakefield, Norwood and Millbrook and the Townships of Cavan, North Monaghan, South Monaghan, Otonabee, Asphodel, Duoro, Dummer, Smith, Ennismore, Harvey, Burleigh and Anstruther.
