Providing drainage superintendent services in Ontario under the Drainage Act, 1990, as amended, is a complex task of balancing property owner needs, environmental and societal interests, regulatory compliance and protection of the municipal infrastructure. This guide is designed to help drainage superintendents navigate through these challenges and opportunities and communicate with property owners, council members, environmental agencies and contractors. The guide is intended to assist but not prescribe how the drainage superintendent fulfills their responsibilities under the Drainage Act, 1990.

To work as a drainage superintendent, knowledge and understanding of the Drainage Act, 1990 process, drainage system function and awareness of other legislation and how it impacts drainage works are essential.

The guide is presented in two parts:

  • Part A addresses the requirements for drainage superintendents to fulfill their role under the Drainage Act, 1990.
  • Part B addresses other applicable regulatory requirements, policy and agency interests and other aspects required to manage drainage in an environmentally sustainable manner.
