Project summary
The Town of Hearst’s existing landfill site is operating over its approved capacity of 551,000 cubic metres. The town is exploring options to meet the community’s future waste disposal needs over a 30-year planning period.
The project expects to either:
- establish a new waste management facility
- make changes to the existing landfill to add more capacity
If approved, the terms of reference will guide the preparation and review of the environmental assessment for the proposed project.

Terms of reference
The town has submitted its proposed terms of reference for the Hearst waste management system environmental assessment for approval by the Minister of the Environment, Conservation and Parks (minister).
The terms of reference outlines how to complete the environmental assessment, including studies and consultation. The minister must approve the terms of reference before the environmental assessment can begin.
We encourage members of the public, agencies, Indigenous communities and other interested persons to provide comments on the proposed terms or reference. The minister will consider comments before making a decision.
