Project summary
Waste Management of Canada Corporation (Waste Management) is looking to expand the Twin Creeks Environmental Centre landfill to provide up to an additional 14 million cubic metres of waste capacity on the existing site, which would extend the life of the site by approximately 12 years. This proposed expansion would continue to provide an environmentally safe place to serve Ontario residents and the industrial, commercial and institutional sectors.
Waste Management has owned and operated the landfill, located in the Township of Warwick, since 1996.

Terms of reference
On December 13, 2022, the Minister of the Environment, Conservation and Parks approved the terms of reference under the Environmental Assessment Act for this project.
Waste Management of Canada Corporation (Waste Management) has submitted a terms of reference (ToR) for a proposed landfill expansion project at its Twin Creeks Environmental Centre to the Minister of the Environment, Conservation and Parks for a decision under the Environmental Assessment Act. The ToR serves as a framework for the preparation and review of an environmental assessment (EA). It outlines what studies will be completed, how alternatives will be evaluated and selected, and how consultation will be undertaken.
The ToR outlines a consultation program to be implemented during the preparation of the EA to engage the public, Indigenous communities, government agencies and other interested parties in the EA process. Input will be obtained through a number of consultation activities, and the proponent will also maintain a project website.

As provided for by subsection 6(4) of the Environmental Assessment Act, Terms of Reference, as submitted for approval to the Ministry of the Environment, Conservation and Parks on January 7, 2022, and revised through the submission of an amended Terms of Reference dated March 30, 2022, is hereby approved.
Pursuant to subsection 6.1(1) of the Environmental Assessment Act, any environmental assessment for the above-noted undertaking, submitted to the Ministry of the Environment, Conservation and Parks pursuant to subsection 6(2)(c) of the Act, must be prepared in accordance with the Terms of Reference as hereby approved.
Reasons
I am satisfied that an environmental assessment prepared in accordance with the amended Terms of Reference will be consistent with the purpose of the Environmental Assessment Act and the public interest for the following reasons:
- The amended Terms of Reference ensure that the environmental assessment will be completed using a comprehensive government agency, Indigenous Community and public consultation process that is open and transparent;
- The amended Terms of Reference provides an acceptable level of detail to confirm that the environmental assessment will provide sufficient information to accurately assess the environmental effects of the preferred undertaking and all alternatives;
- The amended Terms of Reference sets out a planning process that will ensure that the completed environmental assessment will be consistent with the purpose of the act and the public interest; and,
- There are no outstanding issues that have not been addressed in the amended Terms of Reference or cannot be addressed during the preparation of the environmental assessment.
