What you are required to report
To submit a report for your organization to the Ministry of Energy you will be required to include information such as the specifications of your property and your energy usage data.
Your property information
When reporting your organization’s energy usage data, you will need to include detailed information about your properties to produce accurate performance metrics. See the following section for the information you will need to include and validate for each property in your report.
Property name, type, and address
You will need to report the name used to refer to the property and the property use type(s) that best represent the operation at your property. You can identify your property use type using the operation types table at the end of this guide.
You will also need to report the address of the properties your organization owns and/or leases and pays the energy bills for. This includes the street address, postal code, city or municipality, province, and country.
Custom IDs
Under the regulation, all BPS organizations are required to report the weekly average hours of operation for each prescribed property. School boards are additionally required to report the number of portables for each property.
Currently, Portfolio Manager does not have an associated data field for each of these metrics for organizations to use when reporting this information to the Ministry of Energy. As such, we require organizations to report this information using Portfolio Manager custom IDs.
Each property in Portfolio Manager has three available custom IDs. Each custom ID requires:
- a name (to indicate what the custom ID represents)
- an ID (which is the value associated with the custom ID)
For example, to input your weekly average hours, the custom ID Name would be “Weekly Average Hours” and the ID could be “168” or the appropriate number of hours for that property. These custom IDs can be entered manually for each property or by uploading a spreadsheet.
We have assigned a name to each custom ID according to sector. Please refer to the list of custom IDs below for how to properly input your corresponding ID (the value associated with the custom ID) for each property.

Year built
You will need to report the year the property was built. If you do not have this information, provide an approximate year.
Hours of operation
You will need to report the days and hours in the year that your organization’s operation is conducted at the property.
If the operation is conducted on a seasonal basis, and the periods during the year when it is conducted are also required.
Gross floor area and occupancy
You will need to report the total indoor floor area of the building or facility that the operation of your organization is conducted, and the percentage of your property’s gross floor area that is occupied.
Construction status
You will need to report whether your property is existing or in design. It is not required to report for properties that are in the design phase.
Property structure
You will need to report whether the property your organization is providing information for is a single-building property or multi-building property. Some organizations that have multiple buildings on a single property (i.e., campuses), may prefer to report each building separately if each building is metered for its energy use. Organizations with multi-building properties can report as single-building properties if preferred.
If your organization decides to report properties as multi-building, you will need to provide the name, property use type, construction status, and gross floor area for each use type in the property.
Additional property information for school boards
If the operation is a school that is operated by a school board, you will need to report the number of classrooms in temporary accommodations at the school during the year, and whether there is an indoor swimming pool in the school.
Additional property information for public hospitals
If the operation is a hospital that is operated by a public hospital, you will need to report if the facility is a chronic or acute care facility, or both.
Additional property information for municipal service boards and municipalities
If the operation is related to the treatment of water or sewage and is operated by a municipal service board and/or a municipality, you will need to report the volumetric flow rate of the water and sewage treated. The volumetric flow rate can be reported in millions of gallons per day or cubic meters per day.
