Overview

Under section 47 of the Planning Act, the Minister of Municipal Affairs and Housing can make zoning orders that regulate the use of land in Ontario.

Through Order in Council 589/2025 the Minister of Infrastructure may exercise the powers and perform the duties, functions and responsibilities of the Minister of Municipal Affairs and Housing under section 47 of the Planning Act in respect of transit-oriented community land designated under section 2 (1) of the Transit-Oriented Communities Act, 2020.

We update this page when new MZOs are issued by either minister. Use the table of contents to find the specific orders organized by the issuing minister. When applicable, we also provide a notice on the Environmental Registry of Ontario.

Previous Minister’s Zoning Orders

MZOs issued before November 27, 2025 are posted as regulations under the Planning Act. These zoning orders continue to apply unless revoked by the minister.
