Labour mobility between provinces and territories
Learn how to get licensed to practise your regulated profession or trade in Ontario if you are certified in another Canadian province or territory.
Overview
If you are already certified or licensed to practise a regulated occupation in another Canadian province or territory, you may be eligible to get a licence to work in Ontario through the labour mobility process.
Health care workers
If you are a health care worker registered in another Canadian jurisdiction and looking to get certified in Ontario, please visit the regulatory health college for your profession.

Changes coming into effect January 1, 2026
Effective January 1, 2026, through the Ontario government’s new “As of Right” framework, a worker in a regulated, non-health occupation who is certified by an out-of-province regulatory authority can apply through a streamlined process to begin working in Ontario. This will allow workers to work for a one-time, six-month period while the regulatory authority makes a full certification decision.
Workers will need to submit their registration documents to the Ontario regulatory authority and meet any other requirements that the regulatory authority has imposed for the purpose of “As of Right.” From there:
- within 10 business days, they will receive confirmation that they are deemed to be certified in Ontario and can begin working
- they can work for up to 6 months while completing their full application to register with the Ontario regulatory authority for their occupation
All regulatory authorities will be required to publish information on their websites about the process and the information required by the regulatory authority for the purpose of “As of Right.”
Current process to get certified to work as an out-of-province worker
If you are certified to work in another province or territory in Canada, follow these steps to apply to get a licence to work in non-health occupations in Ontario:
- Find the regulatory authority that governs your profession or trade in Ontario.
- Follow the regulatory authority’s process to submit a labour mobility application.
- Once you’ve submitted an application and everything required by the regulatory authority, the regulatory authority has 30 calendar days to make a certification decision.
Information on labour mobility
Labour mobility is based on the principle of certificate-to-certificate recognition under Chapter Seven (Labour Mobility) of the Canadian Free Trade Agreement. In Ontario, it is also enshrined under the Ontario Labour Mobility Act, 2009 (OLMA) and the Regulated Health Professions Act, 1991 (RHPA). The Ministry of Labour, Immigration, Training and Skills Development works with oversight ministries to ensure that labour mobility is implemented and adhered to.
Most regulated occupations in Canada have similar occupational standards across provinces and territories. This makes certificate-to-certification recognition of regulated occupations easier, enabling certified workers to be registered faster and work freely in Ontario.
