Clearly defining the roles and responsibilities of each party ensures that FASD Coordination Services are coordinated, comprehensive, and responsive to the needs of children/youth and their family/support network.

Coordinating Agency

The Coordinating Agency is responsible for the delivery of CSP and FASD Coordination Services. Responsibilities of Coordinating Agencies include:

  • Ensuring adherence to policies and guidelines set by MCCSS;
  • Developing an equitable and culturally safer FASD Coordination Service intake process;
  • Overseeing the delivery of FASD Coordination Services across all tiers;
  • Facilitating communication and collaboration among CSP Service Planning Coordinators and FASD Coordinators to support coordinated service delivery for children and youth and their family/support network. This includes developing and facilitating Coordinated Service Plans, leveraging their respective expertise, and maintaining ongoing communication to support warm transfers where necessary;
  • Ensuring FASD Coordinators participate in local planning tables, when requested;
  • Monitoring, evaluating, and reporting on service outcomes;
  • Collaborating with other Coordinating Agencies to develop province-wide FASD education and training materials informed by best practices;
  • Ensuring FASD Coordinators receive specialized training to support sensitive conversations related to prenatal alcohol exposure and to support families/support networks seeking an FASD diagnosis for their child/youth; and
  • Collaborating with youth justice partners, as appropriate, to ensure FASD Service Plans align with any diversion or court-ordered supports and individualized service planning, when required.

Children’s Treatment Centres (CTCs)

Children’s Treatment Centres provide services and supports to children/youth and their family/support networks. Responsibilities of CTCs include:

  • Providing children’s rehabilitation services, including speech-language therapy, occupational therapy, and physiotherapy;
  • Operating SmartStart Hubs as a first point of contact for families seeking services, including intake, screening, and navigation support to connect with FASD Coordination Services; and
  • Supporting FASD Coordinators and families/support networks in obtaining an FASD diagnosis, when requested.

FASD Diagnostic Clinics

FASD Diagnostic Clinics, funded by the Ministry of Health (MOH), provide screening and diagnostic services and support early intervention to improve outcomes for children/youth and their family/support network. Responsibilities of FASD Diagnostic Clinics include:

  • Providing comprehensive, multidisciplinary assessments, timely and accurate diagnoses, and recommended interventions and care; and
  • Providing education and information on FASD, as well as support to access services and navigate diagnostic and service pathways.
