Overview
The Ministry of Health (ministry) and the Ontario Medical Association (OMA) have been working together to implement physician compensation increases in accordance with the Arbitration Award for year 1 of the 2024-2028 Physician Services Agreement (PSA).
Further to Bulletin 250406 — Relativity-adjusted physician payment increases, updates were made to the OHIP claims system in May 2025 to make relativity-adjusted (Relativity) payments starting on the June 2025 remittance advice (RA). Relativity payments will continue each month where eligible corresponding payments are made to a group or individual physician. The Relativity payment will be made on the same RA where the corresponding payment is made, such as to the group or solo RA, and appears as one of the following Accounting Adjustments:
- HCP relativity payment
- HCP relativity payment opt-out
- RMB relativity payment
- WSIB relativity payment
June 2025 RA payment issue
On the June 2025 RA, Relativity payments were generated for both of the following periods:
- All eligible payments for the April 2025 billing period (previously paid on the May 2025 RA).
- All eligible payments for the May 2025 billing period (to be paid on the June 2025 RA).
However, some eligible Relativity payments for the April billing period were not paid as reported on the Relativity Summary Report section of the June RA.
What Relativity payments were paid?
- All Relativity payments for the May 2025 billing period (related to both Fee-For-Service claims and automated payments).
- Relativity payments for the April 2025 billing period related to Fee-For-Service claims payments.

Relativity payments for the April 2025 billing period related to the following automated payments:
- HIV compensation premium
- Blended fee-for-service premium
- After hours on call coverage payment
- Office practice admin payment
- GMLP payment
- Special premiums
- Rurality gradient premium
- Base payment
- Admin payment
- Group admin payment
- On call after hours payment
- Access bonus payment
- Comprehensive care capitation payment
- Comprehensive care capitation discount
- Base rate payment
- Base remuneration payment
- Benefits payment
- Locum remuneration payment
- After hours incentive premium
- Automated age premiums
- Global funding
- 2004 agreement flow through
- Holiday premium
- 2008 agreement flow through
- Blended premium
- Specialist shadow billing
- General Practitioner (GP) psych premium

Relativity payments for the above items for the April 2025 billing period are expected to be paid on the July 2025 RA.
June 2025 RA Relativity Reporting Issue
The new Relativity Summary Report is intended to display all eligible Relativity payments for the effective reporting period; however, an issue has been identified with the Relativity payment reporting on the June 2025 RAs.
The ministry is working on a resolution and additional information will be communicated in a future INFOBulletin.
As a result of the issues identified above, the ministry will continue to thoroughly review the implementation of the system changes to support relativity-adjustments payments.
