The Ministry of Health (ministry) and the Ontario Medical Association (OMA) have been working together to implement physician compensation increases in accordance with the Arbitration Award for year 1 of the 2024–2028 Physician Services Agreement (PSA).
Effective April 1, 2025, the PSA Year 1 and Year 3 compounded (13.0286%) temporary increase on physician services provided between January 1, 2025 to March 31, 2025 will be ended. Please see Bulletin 241203 — Temporary increases for primary care and alternate payment programs for more information on the temporary payment increase.
The value of Fee Schedule Codes (FSCs) will revert to the rates listed in the Schedule of Benefits for Physician Services for claims with a service date on or after April 1, 2025.
Payment reversion to previous values
The PSA Year 1 and Year 3 compounded (13.0286%) temporary increase between January 1, 2025 and March 31, 2025 will be ended on all funding elements identified in the table "Payment Reversion by Contract Type".
Any funding agreements and/or payment elements not listed below will be adjusted through a subsequent process. Further details on this will be provided in a future INFOBulletin.

Primary care special premiums & programs
Effective April 1, 2025, the PSA Year 1 and Year 3 compounded (13.0286%) temporary payment increase on the following contract elements between January 1, 2025 and March 31, 2025 will be ended:
- Office Practice Administration (OPA)
- Group Management & Leadership (GMLP)
- Rurality Gradient Premium
- Cumulative Preventive Care Management Bonus
- Community Palliative Care On-Call (CPOC)

Specialist Physician Alternative Payment Plans
Effective April 1, 2025, the PSA Year 1 and Year 3 compounded (13.0286%) temporary payment increase applied to physician contract payments which are tied to the OHIP claims system through shadow billing has ended.
Additional information regarding ongoing implementation of the Year 1 Award will be provided in a subsequent INFOBulletin.
Additionally, effective April 1, 2025, the base funding for Specialist Physician Alternative Payment Plan payments will be increased by a relativity-adjusted percentage or other percentage agreed to by the parties.
The outstanding 9.95% related to 2024/25 will be issued in two sums – one for base funding and one for shadow billing. Further details will be provided in a future INFOBulletin.
Update your billing software
Please ensure that your billing software is updated to reflect the new FSC values for any services rendered on or after April 1, 2025, before submitting your claims.
The updated Fee Schedule Master is expected to be available by April 4, 2025.
Claims processed through the OHIP claims system with service dates on or after April 1, 2025 will reflect these changes and will be reported on your Remittance Advice.
