Overview

The Ministry of Health (ministry) and the Ontario Medical Association (OMA) have been working together to implement physician compensation increases in accordance with the Arbitration Award for year 1 of the 2024–2028 Physician Services Agreement (PSA).

Further to Bulletin 250406 — Relativity-adjusted physician payment increases | OHIP INFOBulletins 2025 | ontario.ca updates were made to the OHIP claims system to apply relativity-adjusted (relativity) payments starting on the June 2025 Remittance Advice (RA). Relativity payments will be applied monthly on the same RA the corresponding payment is made (solo or group). The payment will appear as one of the following accounting adjustments:

  • HCP RELATIVITY PAYMENT
  • HCP RELATIVITY PAYMENT OPT-OUT
  • RMB RELATIVITY PAYMENT
  • WSIB RELATIVITY PAYMENT

Updates to relativity reporting on the RA

Effective on the October 2025 RA, the relativity summary report has been updated. All month-to-date (MTD), and year-to-date (YTD) totals now reflect all relativity payments issued to-date. This update addresses all payments and fixes identified in the following bulletins.

Note: Relativity Payments dated August 25, 2025, paid or deducted on the September RA were previously not reported. These totals are now listed in the October relativity summary report YTD amounts.

Hospital technical fees

If a group previously received relativity-based payments on hospital technical fees, the related payment information will no longer be displayed on the relativity summary reports on the group and/or physician’s RAs as those payments were not eligible for relativity.

For some groups, this could mean a relativity summary report is no longer part of your RA if only hospital technical fees are submitted to the ministry for payment.

The adjustments related to those relativity payments were communicated in Bulletin 250905 - Relativity Updates on the September 2025 Remittance Advice.

October 2025 RA relativity payment processing issue

Some groups and physicians may notice a difference between the MTD amounts listed on the relativity summary report and the relativity payments received this month.

  • The MTD values on the relativity summary report are correct.
  • The payment amounts may be incorrect due to a processing issue currently under investigation by the Ministry.

Who is impacted

It was identified and communicated in Bulletin 250801 - Relativity Updates on the August 2025 Remittance Advice there was an issue with incorrect derived specialties being assigned for the physicians in the specialty and/or exception criteria listed below. Some groups or physicians who had corrective payments made on the September 2025 RA might be impacted by this processing error.

  • Family & General Practice
  • Emergency Medicine
  • Critical Care

What this means for you

  • If you received more than expected (overpayment), these funds will be adjusted in a future payment cycle.
  • If you received less than expected (underpayment), the ministry will correct the payment and issue the remaining amount once the issue is resolved.

An update will be provided in a future INFOBulletin once the issue is resolved.

Future changes to relativity reporting

The ministry continues to explore improvements to reporting of relativity-based payments to make reconciliation easier for groups and physicians. More information to follow when those changes are ready.
