The Ministry of Health and the Ontario Medical Association have been working together to implement the 2024 Physician Services Agreement (PSA). The PSA provides for investments in Emergency Medicine, including a 4.33% increase for eligible H-codes for fee-for-service Emergency Department (ED) physicians. This increase will flow through to the shadow billing premiums under Emergency Department Alternate Funding Agreements (EDAFAs).
The increase will be applied retroactively to the effective date of April 1, 2025, with relativity-based adjustments as described in Bulletin 250406 — Relativity-adjusted physician payment increases. The increases will begin to appear on the February 2026 Remittance Advice for claims processed in January 2026.
Retroactive increases for the period of April 1, 2025 to December 31, 2025 will be processed as soon as practicable. More details will be provided closer to the implementation date.
