Overview
The Ministry of Health and the Ontario Medical Association have been working together to implement physician compensation increases in accordance with the 2024 Physician Services Agreement (PSA).
In accordance with the PSA and INFOBulletin 260307 - 2026 relativity adjusted physician payment increases, relativity rates have been updated for the 2026-2027 fiscal year.
The relativity rates for the 2025-2026 fiscal year will continue to apply to payments or payment adjustments for the service period of April 1, 2025, to March 31, 2026.
This communication is to notify groups and physicians that an issue has been discovered with how 2025-2026 fiscal year relativity payments are reported on the Remittance Advices (RA) in the 2026-2027 fiscal year (starting on the May 2026 RA). Please note that despite this reporting error, the relativity payment amounts are correct.
Relativity reporting issue
As relativity payments will continue into the 2026-2027 fiscal year, two separate relativity summary reports will be produced, one for each fiscal year in which relativity is applicable.
It has been discovered some relativity payments are not reported under the correct fiscal year and may display an inaccurate rate for that fiscal year.
This may lead to the report displaying a higher amount than the relativity payment on the RA. However, all relativity payment amounts for both fiscal years are correct.
Examples include relativity payments for all capitation reconciliation, base salaries, and rurality gradient premium adjustments.
Relativity payments related to claim level payments such as shadow billing premiums, age premiums, and the hospitalist premium are also impacted with a correction anticipated for the June 2026 RA.
The ministry is actively exploring resolutions to address the reporting issue. Please note that until this issue is corrected, the ministry is unable to provide additional clarification on the reporting or breakdown of payments. An update will be provided in a future INFOBulletin when more information on the resolution is available.
