The file types for eSubmit uploads are changing. Some file formats will no longer be supported.

Overview

Effective April 12, 2026, the Ministry of Health (the ministry) is restricting file types that can be attached in the eSubmit system to the following:

  • .bmp
  • .doc
  • .docx
  • .heic
  • .jpeg
  • .jpg
  • .odt
  • .pdf
  • .png
  • .rtf
  • .tif
  • .tiff
  • .txt
  • .xls
  • .xlsx

These file formats are low risk file types consistent with Ontario Public Service (OPS) I&IT security guidelines and best practices.

Commonly used file types that will no longer be accepted are:

  • .html
  • .msg

What this means for you

Any files selected for upload to the ministry in a non-compliant format will not be accepted and a message will be displayed identifying the file format is not allowed. This will not affect previously sent files. No action is required.

  1. Check the current list of allowed file types before attaching.
  2. If necessary, resave the file in a permitted format before attaching for submission.
