Background
The following new fee schedule codes (FSCs) and explanatory codes were established on November 1, 2026, to support payment of the Patient Attachment Bonus and New Patient Fee claims. These codes are effective for services provided on or after July 1, 2025.
New FSCs

| Q051A | Mother Newborn New Patient Fee |
| Q052A | Multiple/Newborn New Patient Fee |

Please note, these FSCs will be paid at $0 if billed at $0.
New Explanatory Codes

These new explanatory codes will begin to appear on the December 2026 Remittance Advice (RA). FSCs assigned one of these explanatory codes will be paid at $0.
